Double entry accounting system in local governments in Korea has been introduced since 2007 in order to promote financial transparency and public accountability. The opening statement of financial position is very important since it is the starting point in the introduction of the double entry accounting system. I polled accounting professors and accounting professionals to find out the appropriateness of the opening statement of financial position in terms of its format, the field inspection and appraisal conducted during its preparation, and thus to find out any possible way of improvement in the report. I found the negative survey results in the area of appraisal of public infrastructure and legacy assets, valuation of long-term asset and liability, depreciation methods, accounting shut-up period system, public accountants' review report, and the overall appropriateness of the statement of financial position. Therefore, plans to improve the appropriateness of the statement of financial position is necessary in order for the public to get access to more informative and proper accounting numbers on the local governments' financial position.

우리나라는 지방자치단체의 재정투명성과 공공책임성을 제고하기 위해 2007년부터 지방차지단체 회계제도를 발생주의‧복식부기 회계제도로 전환하였다. 복식부기회계제도를 도입함에 있어 개시재정상태보고서는 출발점이 되기 때문에 매우 중요하다. 본 논문에서는 개시재정상태보고서의 형식, 그 작성을 위한 실사 및 평가, 개시재정상태보고서의 적정성 등에 대하여 문제점을 파악함으로써 앞으로 작성·공시될 재정상태보고서를 개선할 토대를 구축하기 위하여 회계학교수 등 회계전문가에게 설문조사를 실시하였다. 연구결과, 사회기반시설 및 유산자산의 평가, 장기채권·채무의 평가, 출납폐쇄기한제도, 공인회계사의 검토보고서, 재정상태보고서의 적정성에 대해 부정적인 의견이 우세한 것으로 나타났다. 조속히 이에 대한 논의를 거쳐 개선방안을 마련함으로써 앞으로 정보이용자들을 위해 보다 적정한 재정상태정보가 제공되어야 할 것이다.
