This study analyzes the effectiveness of Policy Fund in small and midium company. The range of improvement effect in this study defines 5 factor's financial ratios growth ability(Assets, Sales), stability and liquidity(Leverage Ratio, Current Ratio), profitability(ROA,ROE), activity(Turn-Around Ratio), productivity (Capital Productivity Ratio, EVA Ratio). FOR the purpose of study, financial statement and questionnaires are collected and analysed statistically, The major method of is comparison before and after supported Policy Fund, using T-test and Oneway ANOVA. The sample consist of 965 business of five Policy Funds in 2003. The result of empirical test as follows, First, as a result the effectiveness of Policy Fund in small and midium company. We find that growth ability(Assets, Sales) and stability(Leverage), profitability(ROA,ROE), productivity (Capital Productivity Ratio, EVA Ratio) ratios are significantly improvement after supported Policy Fund. Second, as a result the difference of financial effect by Policy Fund's characteristic, we find that growth ability(Assets, Sales) and profitability (ROA,ROE), productivity (Capital Productivity Ratio, EVA Ratio) ratios are significant difference in the level of 1%. Especially the improvement effect of small venture business fund is the biggest estimate.

본 연구는 중소기업진흥공단을 통해 지원된 정책자금의 지원성과를 분석하여, 정책자금 지원이 경영성과 개선에 기여하고 있는가에 대한 검증을 실시하고, 이차적으로 정책자금별 지원성과의 차이 유무를 분석하여 정책자금간 성과비교를 실시하였다 연구 결과를 보면, 정책자금 지원을 지원 받은 이후 기업의 자산규모와 매출액이 증대되는 것으로 나타났으며, 수익성(ROA, ROE)과 생산성비율(자본생산성, 부가가치생산율) 역시 개선되는 것으로 파악되어 정책자금의 지원이 기업의 경영성과에 상당한 개선효과가 있는 것으로 판단된다. 이에 반해 안정성과 유동성은 개선효과가 발견되지 않거나 미비한 것으로 나타나 자금지원에 따른 안정성과 유동성 단기적 개선효과는 관찰할 수 없었다 정책자금별 성과차이에 대한 분석결과 안정성 비율을 제외한 기업규모, 수익성, 활동성, 생산성과 관련한 대부분의 재무비율에서 유의적 차이가 발견되었으며, 이를 통해 지원대상 기업의 규모가 작을수록, 정책자금의 지원기간이 장기간 일수록 지원성과가 높으며, 창업초기 단계의 기술집약형 기업에 대한 지원의 성과가 높게 나타나는 것을 확인할 수 있어 향후 중소기업에 대한 정책지원 성과개선을 위한 유의미한 시사점을 도출할 수 있었다.
