Financial charge grows heavier than any time by population and economic effect followed by entrance into a rapid aging-society after the enforcement of local self-government system. An expectation for local governments' social securities is connected with an increase of demanding welfare finance. Most of local governments devote themselves to financial charge followed by an increase of the aged in the middle and long term as well as the present and place a focus on settling the problem of financial security. The purpose of the study was to grasp social security related financial status of local governments, to prospect the middle and long-term future through financial projections and to propose assignments for decision-making of finance and policy and security of financial resources in the future. Specially, the data proposed through the study can be applied to social security related basic data of local governments and can be utilized as grounds of researches on financial policy at the time of planning policies through social security related financial prospect in the future. Also, it is expected that the study will contribute to general political directions of Daegu Metropolitan City's social security by inducing interests for social security related financial policies and by changing people's recognition about them.

급속한 고령화 사회로의 진입에 따른 인구 및 경제적 영향이 지방자치 실시 이후 그 어느 때보다 재정적 부담이 가중되고 있는 것이 현실이다. 이는 지방자치단체의 사회보장정책 증가에 대한 기대가 곧 복지재정 수요 증가로 이어지고 있으며 대부분의 지방자치단체에서는 현재뿐만이 아니라 중, 장기적으로 고령인구 증가에 따른 재정적 부담에 관심이 집중되고 있으며 재정 확보 과제 해결에 초점이 맞추어져 있는 것이 현실이다. 이 연구에서는 지방자치단체의 사회보장 관련 재정현황을 파악하고, 재정 추계를 통해 중, 장기적인 미래를 전망하며, 향후 재정 정책결정과 재원 확보를 위한 과제를 제시하는데 그 목적을 두고 있다. 특히 이 연구를 통해 제시되는 자료는 지방자치단체의 사회보장 관련 기초자료로 이용될 수 있을 것이며, 향후 사회보장 관련 재정전망을 통해 정책 입안 시 재정정책 연구의 준거로 활용될 수 있고, 사회보장 관련 재정정책에 대한 관심 유발과 인식 전환을 시킴으로 전반적인 대구광역시 사회보장 정책 방향에 기여할 것으로 예상된다.
