This paper tries to construct a synthetic concept-framework of conflict and conflict resolution process between government and local residents through a critical review on the established studies. This study based on some premises: it is good that the conflict between government and residents on urban and regional planning is trans-formed into a mutual learning and collaborative process; stakeholders’ epistemo-logical mistakes on conflict and conflict-resolution process is at least one reason why the conflict is hardly changed into a mutual learning process. We can say same thing for the existent conflict studies. It is difficult to explain real conflict in full and deduce practical implications through the subjective, the objective, the interac-tional, and the socio-structural approaches on which the other studies based. Through the critical review on the other conflict studies, this study suggest an exam-ple of the conceptual framework including all the factors influencing conflict resolution.

이 연구는 사회갈등 특히 도시‧지역 계획과정에서 정부와 주민 간 갈등이 상호 학습과정을 통해 협력과정으로 전환하는 것이 갈등의 바람직한 해소라는 규범적 전제에서 출발했다. 그리고 갈등이 상호학습과정으로 전환하기 어려운 이유 중 적어도 하나는 갈등과 갈등 해소 과정에 대한 인식론적 한계에서 기인한다고 보고, 기존 연구에 대한 비판적 검토를 통해 갈등과정을 이해하기 위한 종합적 개념틀을 구성하고자 시도했다. 기존 갈등 해소에 관한 연구들이 터하고 있는 주관주의, 객관주의, 상호 작용 접근, 사회구조 접근은 그 부분성으로 인해 현실 갈등을 풍부하게 설명하거나 실천적 함의를 도출하기에 한계가 있다. 기존의 종합적 접근 연구 또한 주관 요인으로서 갈등 인지 요인을 포함하는 경우가 드물고, 여러 요인 간 인과관계를 충분히 고려하지 못한 점에서 한계가 있다. 이 연구는 기존 갈등연구의 부분적 특성을 그 의의와 한계 속에서 고찰함을 통해 종합적 요인을 도출했다는 점에서 의의를 가진다.
