This paper aims to inquire into the politics of cyber charter school in the United States in relation to homeschooling. Cyber charter schools reform made a conflicts between the state government and local school districts, and policy-makers and teachers and the public in terms of the criteria for optimal educational expenditure, who should be accountable for it, and how to monitor the educational activities at home due to the radical instruction methods.A new political dynamics was found among the advocates for homeschooling. The conservative Christian group and the counter cultural lefts are back together again opposing cyber charter schools, while both groups who are against cyber charter schools are in the same boat to criticize homeschoolers who are enrolled in cyber charter schools. The conservative Christian homeschooling groups are in opposition to cyber charter schools in that these schools cannot satisfy the original reasons for homeschooling, but they seem to worry about cutting in on their business as well as losing market shares on the part of Christian curriculum providers.Finally, the fact that the increasing number of homeschooling families involving in cyber charter schools are satisfied with their educational program and student achievement implies that this new reform movement might be a small hope for public education in crisis, challenging the traditional dichotomies between public and private school, and school and home.

본 연구는 사이버 차터스쿨이 등장하면서 나타난 관련 이해집단 사이에 논쟁과 갈등을 홈스쿨링을 중심으로 분석하는 데 목적이 있다. 사이버 차터스쿨의 컴퓨터와 인터넷이라는 교육방법상 특징으로 인하여 교육경비의 기준과 부담 문제와 교육의 질과 관련된 책무성 문제를 놓고 주 정부와 지역교육청 사이에, 정책결정자들과 교사 집단 및 언론 사이에 갈등이 나타났다. 그리고 홈스쿨링 가정들이 사이버 차터스쿨에 참여하게 되면서 기독교 우파계열과 반문화 좌파계열 내부에서는 사이버 차터스쿨을 찬성하는 입장과 반대하는 입장이 각각 대립하면서, 1980년대 후반 이후 반목 관계에 있던 기독교 우파계열과 반문화 좌파계열이 연대하여 사이버 차터스쿨을 비판하고 반대하는 현상이 나타나고 있다. 한편, 공교육에 반대하여 홈스쿨링을 선택한 많은 가정들이 공립학교인 사이버 차터스쿨에서 교육적으로 만족하고 있다는 사실은 전통적인 공교육과 사교육, 그리고 학교와 가정의 경계를 무의미하게 만들면서 사이버 차터스쿨이 공교육의 위기를 극복할 수 있는 새로운 대안이 될 수 있음을 보여준다.
