Sport stands non-political ostensibly, but this very non-political attitude renders sport act as an effective means for delivering political intentions. It is because sport may secure much more freedom than formal political activities when it comes to the responsibility for the delivered political intentions. Many studies have explored the role of sport as political means: the sport as diplomatic means, sport and nationalism, states and global sport organizations, and mega-sport events and the role of states. When we divide these studies into two big streams with the viewpoint on the relations between the state and sport, they can be classified as state predominance theories and international system theories. This article studies the role of sport as political means focusing on the relations between the sport and states. This exploration covers the sport both as an independent variable and as an dependent variable. Cases in which sport was used as political means will be presented, the theoretical approaches toward the relations between the sport and states will be classified, and the 2008 Beijing Olympic Games will be studied as a case to prove the assertion of this article.

스포츠는 표면적으로는 비정치성을 지향하지만, 이와 같은 비정치성의 지향이 오히려 스포츠로 하여금 정치적 의도를 전달할 수 있는 효과적 수단으로서 작동하게 한다. 전달되는 정치적 의도에 필히 수반되는 책임이라는 측면에 있어서 스포츠는 공식적 정치활동에 비해 훨씬 자유스럽게 작동할 수 있기 때문이다. 이러한 스포츠의 정치적 도구성과 관련하여 많은 연구가 이루어져 왔다. 그것들은 스포츠의 외교적 활용에 관한 연구, 스포츠와 민족주의의 결합에 관한 연구, 국가와 스포츠 국제기구와의 관계에 관한 연구, 메가 스포츠 이벤트와 국가의 역할에 관한 연구 등으로 이루어져 있으며, 이 연구들을 스포츠와 국가의 관계라는 관점에서 대별하면 국가내부적 요인에 집중하는 연구들과 국가외부적 요인과 세계적 차원의 환경적 요인을 중시하는 연구 경향의 둘로 분류할 수 있을 것이다. 본고에서는 스포츠의 정치적 도구성을 스포츠와 국가의 역학관계에 집중하여 고찰하고 있다. 고찰의 방향은 스포츠의 종속변수적 정치적 도구성과 독립변수적 위상을 모두 포괄한다. 이를 위해 먼저 스포츠가 정치적 도구로 사용되는 일반적 사례들을 제시하고, 스포츠와 국가 간의 관계에 대한 이론적 접근들을 분류하며, 마지막으로 가장 최근에 개최된 메가 스포츠 이벤트인 베이징 올림픽의 경우를 연구의 사례로 삼아 전술한 사항들을 검토하고 있다.
