Current reports relating to climate change are almost alarming in their presentation of how the accumulation of green house gas emissions is growing faster than originally predicted and how primary energy consumption should be reduced by saving energy and improving energy efficiency. Climate experts have underlined the significant potential that energy efficiency has in commercial buildings and household [1] [2]. According to the most recent studies in “smart technologies,” this building sector could play an important role in reducing energy intensity [3] [4]. This paper introduces the concept design of an Information Technology (IT) based building energy management system (BEMS) to enable us to consume energy more efficiently and to provide new energy services. This concept is also based on a service-oriented architecture (SOA) that provides methods for the loose coupling and interoperability of system components.
