The objective of this study is to diagnose general problems in the safety accident and safety management in day care centers and propose a practical and optimal action plan for these problems. For achieving the objective of this study, this study investigated some materials in the books of specialty, research studies, Korea Insurance Development Institute, Ministry of Labor, ERIC(Education Resources Information), Google, and ProQuest. As a result, the problems drawn in these materials can be summarized as follows: First, problems in the function of the prevention of safety accidents; second, problems in the limitation of coverages; third, problems in the overloads of teachers and centers; fourth, problems in the inefficiency of coverages; fifth, problems in the lack of systematic information management and public relations; and sixth, problems in the short of the public information on the coverages. Therefore, it is necessary to develop some programs for the action plans for these problems as follows: First, the understanding and awareness of the safety management and development of a prevention education program for changing its understanding; second, the development of a BCP service system and establishment of a support system; and third, the establishment of a total safety management system corresponding for this ubiquitous time.

본 연구는 보육시설의 안전사고와 안전관리에 관한 총체적인 문제점을 진단하고, 효율적이면서 현실적인 최선의 대응방안을 제안 할 목적으로 이루어 졌다. 본 연구의 목적을 달성하기 위해 영․유아 안전사고와 관련된 문헌을 전공서적, 연구논문, 보험개발원, 노동부, ERIC(Education Resources Information), Google, ProQuest 자료를 중심으로 검토하였다. 그 결과 도출된 문제점은 첫째, 안전사고 예방기능의 문제점, 둘째, 보상 범위 한도의 문제점, 셋째, 시설 및 교사의 부담 과중, 넷째, 보상 처리과정의 비효율성, 다섯째, 체계적 정보관리 체계 및 홍보 부재, 여섯째, 보상제도의 홍보부족으로 정리할 수 있었다. 이에 대한 대응방안은 첫째, 재난안전 관리의 이해와 인식, 시각의 전환을 위한, 예방교육 프로그램 개발의 필요성이다. 둘째, BCP지원서비스의 개발과 지원체계 구축이다. 셋째, 유비쿼터스시대의 통합적 재난안전관리시스템을 구축이다.
