The shift toward enhanced agriculture productivity in Mankyong river valley was evident in Okgu irrigation association area too. In this essay, using the related management data in Western Okgu Irrigation Association(hereafter WOIA), I analyze the formation and socio-economic change of early association before and after the period of the foundation of the WOIA. This case study showed just a bit of change in context of technical level in transition period. WOIA used traditional Jeon(堤堰) after the period of the foundation of the association. But a shift in context of institutional level might lead to a big change in the water system of Okgu area. This phenomenon came true in first half of 1920'. It's so called the marginal adjustment effect. The fact that the shift from Gye(契) to association gave rise to a discontinuity phase in institutional level show the main feature of irrigation association project. However, early change in WOIA is very small, which have difficulty in discerning the discontinuity phase in transition period.
