This paper reinterpreted the role of leader that demands on national management philosophy of the president today through contents analysis of Six Articles Memorial throne(the King Sun Jo) in Year Mu Jin by Toegye. First in two articles, we can find the leadership of pubic conscience first than private interests, the balance and the unity of the people and setting an example to others as the preceding condition in the rule of right. In the third article, we can find the leadership of the governor's justice thoughts and setting the sense of value to suit the time and history, cultivating emotional intelligence through governor's internal and moral training. In the fourth article, perceived a truth before institutional reformation and drive away heretical views confused people's mind, and the politics for people integration by establishing rightly people's mind. In the fifth article, the capacity for tolerance of the governor through opening the words road and the importance of the selection of the fittest persons in a public duty, and lastly in the sixth article, the realization of the mind loving people, keeping an eye on the abuse and corruption of governor's power, and assuming the responsibility for people by the name of authority of Heaven's decree with the harmony of governor's power and people' power. In conclusion, in the light of today's political situation, even if the tools of a ruling process is different, the basic ideology of rule and the importance of moral training in the governor, the politics for the people, is no difference. Thus, Toegye's rule philosophy presented Six Articles Memorial to the Throne in Year Mu Jin can become a device of contribution as governor's leadership for coping with political crisis today.

본 논문은 16세기 조선왕조시대의 가장 암울했던 시대, 정치적으로 사화가 잇달아 일어났고 당쟁의 맹아가 싹트는 혼란한 시대에, 퇴계가 그의 정치철학의 토대로 선조임금에게 올린 시무봉소인「戊辰六條疏」내용분석을 통하여 오늘날 국가최고통치자들의 국가경영철학에 요구되는 지도자의 역할을 재조명해 보았다. 첫 두 조목인<重繼統,以全仁孝><杜讒間,以親兩宮>에서는 성왕정치의 선행조건으로서 군주의 기본태도와 입장으로 先公後私의 공인의식, 균형과 통합, 솔선수범의 리더십을 셋째 조목인<敦聖學,以立治本>에서는 시대와 역사에 부합한 치자의 올바른 통치사상과 가치관 확립, 치자의 내면적 수신 공부를 통한 감성지능의 리더십 배양을 넷째 조목인<明道術,以正人心>에서는 제도적 개혁에 앞서 도술을 밝혀 백성의 마음을 미혹하는 이단을 물리치고, 백성의 인심을 바로잡아 국민통합정치를 다섯째 조목인<推腹心,以通耳目>에서는 언로의 개방을 통한 치자의 포용력과 인재등용의 중요성을 마지막 여섯째 조목인<誠修省,以承天愛>에서는 통치자의 권력남용과 타락을 경계하여 애민정치의 실현과 천명의 권위를 빌려 군권과 민리를 조화하여 민을 위한 통치자의 책임을 다할 것 등으로, 六條疏에서 나타나는 의미를 재조명해 볼 수 있다. 결론적으로 오늘날 정치상황에 비추어 보았을 때, 작금 정치에 있어서 통치과정의 수단은 다르지만 위민정치란 통치의 근본이념과 최고통치자의 도덕적 수양의 중요성은 큰 차이가 없다고 볼 때, 육조소에서 밝힌 퇴계의 통치철학이 현실정치위기극복과 국가경영에 기여적 방안을 제공할 수 있다는 점에서 재조명의 의의를 찾아 볼 수 있다.
