The first provision in general rule of (1988) represents an ideographic principle by ‘write as it sounds(소리대로 적되)’ and a phonetic principle by ‘suited to speech rule(어법에 맞도록)’ in this order. However, there is no agreement of the superiority between them. Therefore, for the exact interpretation, it is necessary to examine the path general rule has followed. In brief, it can be said an effort to change the phonetic principle of Korean orthography maintained during about five hundred years, from ‘Correct sounds for the Instruction of the People(훈민정음)’ to the time of Civilization into the ideographic one. But there had been not a few resistance, so the ideographic principle has not been reflected satisfactorily in (1933), the direct predecessor of (1988). Consequently, to reflect the ideographic principle in Korean orthography correctly, the place of ‘suited to speech rule(어법에 맞도록)’ standing for ideographicism must be prior to the place of ‘write as it sounds(소리대로 적되)’ standing for phoneticism.

현행 <한글 맞춤법>(1988) 총칙 제1항에는 표음주의적 원리가 ‘소리대로 적되’에, 표의주의적 원리가 ‘어법에 맞도록’에 반영되어 있다. 그런데 이 두 가지의 표기 원리 가운데 어느 것이 더 우위에 있는가 하는 것에 대해서는 연구자들에 따라 견해가 다르다. 이에 대한 정확한 해석을 위해서는 총칙의 해당 부분이 변천해 온 과정을 검토해 볼 필요가 있다. 이 과정은 한 마디로 요약하건대 훈민정음 창제에서부터 시작하여 개화기에 이르기까지 근 500년을 이끌어 오던 표음주의적인 원칙을 표의주의적인 원칙으로 바꾸려는 것이었다. 그 과정에서의 갈등이 결과적으로 표의주의적인 원칙을, 지금 <한글 맞춤법>(1988)의 직접적 모태인 <한글 마춤법 통일안>(1933)의 총칙에 제대로 반영하지 못하게 한 것으로 판단된다. 따라서 이를 바로잡기 위해서는 표의주의적인 원리를 표방하고 있는 ‘어법에 맞도록’이 표음주의를 표방하고 있는 ‘소리대로 적되’보다 더 앞에 위치하는 새로운 총칙 제1항을 제시해야 할 필요가 있다.
