The purpose of this paper is to analyse the causes of web-based learning(WBL) failure in traditional institutions of higher education. Since the early 1990s, the advancement of web technology and corresponding changes in socio-economic environments challenged traditional lecture model of education in universities. Doing more with less became the watchword for many university administrators with ever-grwoing demands for better learning experiences. WBL therefore became a hot topic as strategic solution toward new educational paradigm in higher education.However, although the WBL is increasing in traditional universities as a new way of teaching and learning, evidence indicate that WBL is not fullfilling its expectations and remains peripheral element with low satisfaction and disappointing results in terms of strategic innovation.This study focused on organizational infrastructure of WBL with such functions including planning, development, operation, and evaluation and compared this with Cyber-distance university and WBL industries. 16 institutions were selected and interviews were conducted.The results of this study showed that traditional universities are universally lacking substantially in all four WBL organiational functions which are planning, development, operation and evaluation. Also, it was found that the low satisfaction and disappointing results of WBL deployment in traditional universities is due to the lack of proper organiazational support in planning, development, operation and evaluation area.This study presented the cause of WBL failure in traditional universities in terms of organizational preparedness which is lacking in all four major functional areas. As a conclusion, the author recommended that the decision-makers should recognize the strategic value of WBL in meeting the challenges toward traditional universities.

이 연구는 교육역량의 강화라는 사회적 요구가 높아지는 맥락에서 전통적 고등교육기관이 웹기반학습의 도입하고 있음에도 불구하고 기대한 결과를 거두지 못하고 있는 문제를 대학에서의 웹기반학습 운영조직의 문제로 제안하고 해결방안을 도출하고자 하였다. 웹기반학습의 교육적 효과성과 전략적 잠재성에 대한 많은 기대가 왜 전통적 대학조직에서는 주변적 요소로 정착되지 못하는 가에 대한 분석을 웹기반학습 운영조직의 기능에 대한 고찰을 통하여 진행하였다. 본 연구에서는 웹기반학습이라는 교육의 전략적 대안이 전통적 대학의 맥락에서 성공적으로 정착하기 위해서는 기획, 개발, 운영 및 평가 기능으로 구성된 운영조직기반의 충실성이 필요하다는 점을 제시하였다. 이와 같은 관점에서 총 18개의 일반 4년제 대학교, 사이버대학, 그리고 원격교육기업 운영조직의 기능을 비교하고 담당자와의 면담조사를 실시하였다. 조사결과 전통적 대학에서의 웹기반학습 운영조직은 기획, 설계, 운영 및 평가 기능에서 모두 상대적으로 미흡한 상태임을 확인 할 수 있었다. 이러한 조사결과에 근거하여 전통적 대학에서의 성공적 웹기반학습 도입을 위해서는 웹기반학습에 대한 대학경영진의 전략적 의미공유와 함께 기획, 개발, 운영 및 평가기능을 충실히 담당할 수 있는 웹기반학습 운영조직의 기반 구축방안을 제언하였다.
