Advanced countries worldwide have initiated higher education reforms aligned with neoliberalism to strengthen their national competitiveness. Korea also joined the global tide over the last decade by way of implementing deregulations and stressing the role of market in the higher education sector. The current government administration continues to take this approach in a more aggressive way. Not a few scholars in Korea have criticized the move toward neoliberalism in higher education policies or reforms as approach detrimental to social equity and democracy. This paper, however, points out the limitations of the current scholarly discussions on neoliberalism and higher education policy in our nation. It argues that we should pay attention to the compatibility among the policy environment, system design, and work processes rather than the role of government itself. Adopting Richardson et al.'s general model of higher education systems, the compatibility among the three policy levels was to be investigated. This study found that the role of government switching toward the consumer advocacy and steering was not in harmony with the segmented system of governance, and work processes were mixed in practice. The paper discussed several policy challenges resulting from the mismatch among the three levels, and the applicability of the American model to the analysis of Korean higher education system.

세계의 여러 선진 국가들은 국가경쟁력 제고를 위해 신자유주의에 기초한 고등교육 개혁을 추진해 오고 있다. 우리나라 정부도 지난 10년간 고등교육의 규제를 완화하고 시장의 역할을 강화하기 위한 정책을 마련해 왔으며, 이번 정부에서는 이러한 추세가 더욱 강화되고 있다. 최근의 대학개혁에서 시장의 역할과 경쟁메카니즘이 강조됨에 따라 이에 대한 찬반 논의가 있으나 이러한 신자유주의 대학개혁에 대한 논의에 한계가 있다. 이 논문은 정부나 시장의 역할 그 자체보다는 이러한 역할과 지배구조와 운영방식 등 고등교육체제의 특성과 조화를 이루는지가 중요하다고 보고, 이들 간의 관계를 분석하였다. 분석결과, 우리나라의 경우 정부의 역할과 지배구조가 조화를 이루고 있다고 보기 어렵고, 운영방식에 있어서도 해결해야 할 과제들이 있는 것을 알 수 있었다. 이러한 분석을 기초로 고등교육의 과제를 제시하고 정책적 대안들을 논의하였다.
