The object of this study is to present a strategy against technology protectionism of advanced countries focusing on international cooperation policy of KIPO and infringement of overseas intellectual property rights on the notion that a policy performed without a long-term plan will not lead to industrial growth in the long run. A strategy against technology protectionism of advanced countries is as follows. First, international cooperation should be strengthened. A mediation function of trade policy and international joint research relating to intellectual property rights have to be reinforced through task coordination of each Korean ministry by KIPO, reinforcement of contact with private enterprises, support of patent pool formation etc. It is necessary to make an effort to settle a friction regarding trade-related intellectual property rights with advanced countries through preparation for harmonization of patent law, positive participation to IP Cabinet meeting of most seriously affected countries and IP specialist conference of WIPO, expansion of Korea Trust Fund of WIPO.

본 연구의 목적은 선진국의 기술보호주의에 따라 우리나라가 대응하여야 할 해외 협력강화 방안을 제시하는데 있다. 미래성장 산업일 경우 선진국의 기술보호주의가 강화될 것이므로 해외협력강화를 통한 지식재산권 전략을 체계화하여 이를 구체적으로 실행할 필요성이 있다. 선진국의 기술보호주의에 따라 우리나라가 체계화하여야 할 해외협력 강화방안을 제시하면 다음과 같다. 첫째, 특허청을 중심으로 한 행정부처의 업무조정, 민간기관과 연계 강화, 특허 풀의 형성 지원 등 지식재산권 통상정책 조정기능을 강화하고, 국제공동연구사업을 강화하여야 한다. 둘째, WIPO의 특허법 통일화 준비, WIPO 최빈국 IP 각료회의에 적극 참여, 지식재산권전문가회의에 적극 참여, WIPO Korea Trust Fund 확충 등을 통한 선진국과의 무역관련 지식재산권 마찰 해소에 노력하여야 한다. 셋째, 동북아특허공동체 설립 추진, 5개국 특허청장 회담의 지속 추진 등을 통해 우리나라가 주도적으로 특허관련 회담을 이끌어 나가도록 노력하여야 한다.
