Infant care institution of Ministry of Gender Equality & Family, welfare facilities for children of Ministry of Health and Welfare and Youth Facility of Government Youth Commission are merged into and work for Office for Child and Youth Policy of Ministry of Health and Welfare and Family Affalrs by government plan. There are not only commonness but also difference among those offices. For effective establish and management of Office for Child and Youth Policy, commonness should be gathered and difference need to be discriminated for specificity. It is important that standard of facilities at the educational facilities for youth & children have to be set and defaults have to be known as a result of analysis at the present state. 여성가족부의 영유아 보육시설, 보건복지부의 아동복지시설, 국가청소년위워회의 청소년시설이 2008년 정부 부처 통합에 의해 보건복지가족부의 아동청소년정책실의 업무로 통합하게 되었다. 각기 다른 부서에서 정립된 각각의 시설기준은 공통점과 상이점이 공존하고 있다. 효율적인 시설의 건립추진과 유지관리를 위해서는 공통의 요소는 취합하고 상이한 부분들은 특성에 따른 차별화를 정립하여야 한다. 이를 위해 아동ㆍ 청소년ㆍ 보육시설의 시설기준, 시설현황분석 및 문제점 등을 도출하고, 아동ㆍ청소년ㆍ보육시설의 시설기준안제시 리모델링 지침 등에 활용 될 것이다.
