This paper is studying for 'Hanguel spelling rule'. We want the easy and convenient spellig rule. But we think that the Hanguel spelling rule is very complex. We have the three kinds of spelling rule. That are 'Hanguel spelling rule', 'spelling-rule for foreign words', 'Romanization for Korean alphabet'. The two of former are translated from the Korean to the Hanguel. The other is the one for the foreigner. Our spelling-rule works with the basic form of the word. It is important that we know the basic form. Also we must know the difference of phonetic and phoneme, the phonological rules. The target of spelling-rule is standard Seoul speech. Especially it is important to knowing what Seoul-dialects many use in the Seoul. If we have several similar speech form of one word, we must select one speech form. The norm is many using form. If the language change, we need to change the spelling-rule.
