At present, we face great flow named aging, ubiquitious. A rough wave of aging already cause danger of national finance and low development. In short, aging is realized life extension of human, but didn't mortgage extension of social economical longevity. However, ubiquitious is center of motive power which crisis transfer opportunity. We should use human certered and quiet ubiquitious technology as not only individual social economical longevity extension tool but also method of life innovation through social. A realization of warm ubiquitious society leads to access of health welfare service magnify, imbibe elders as subject of produce, magnify economical ability, cause participation of physical space and virtual space. No more satisfy quantitify and qualitify wide diverse desire of elders as elder service based on family hyo which main provider of silver service or different official silver service which offered by nation and province government. Also, in financial aspect of nation or province government, should magnify participation of NGO or company to silver industry section because didn't react enough to this change. Many elders can enjoy healthy and energetic elder period thanks to welfare profit and recover life worth and confidence, sustain emotional affirmative life. In addition, socially it cause elder employ, insure industry work force, increase of economically self reliance elder, diminish burden of nation finance related elder service, appearance of sliver industry for elder who have consume power, create opportunity for new society, escape from danger of low development. Therefore healthy and successive energetic elder life enable ubiquitious should recognized paradigm which can live together with aging. In this case, in order to open ubiquitious era against to aging society, first, when IT reading nation, Korea 's brilliant IT infra prepared, we can expect faster success. Second, it can supplant problem of elder welfare facility, forbid to elder welfare facility foundation in downtown because of lack of downtown space, isolation which let elders live separatly from relative, waste of manage work force from replacement skill part as work force. Third, use under named U-Korea selected as post generation national project, using ubiquitious technology, nation managed elder welfare system set up, transform from current city near model, rural rest area model charge elder residing facility to local focused system. Finally, it is expected that continual following study about introduction plan of USG system which base on ubiquitious technology to applicable elder welfare facility which were insufficient in this study.

현재 우리는 고령화와 유비쿼터스라는 거대한 물결을 맞이하고 있다. 고령화의 거센 파도는 이미 국가재정의 위험과 저성장을 초래하고 있다. 즉 고령화는 인간의 생명연장은 실현하였으나 사회경제적 수명의 연장은 담보로 하지 않았던 것이다. 그러나 위기를 기회로 전환시킬 원동력의 중심에 유비쿼터스가 있다. 다분화 인간중심적이고 조용한 유비쿼터스 기술을 개인의 사회경제적 수명연장의 도구로 뿐만 아니라 사회전반에 걸친 생활혁신의 수단으로 활용해야 할 것이다. 따뜻한 유비쿼터스 사회의 구현은 보건복지 서비스의 접근을 확대시키고, 노인을 생산의 주체로 흡수하여 경제적 능력을 확대시키며, 물리적 공간뿐 아니라 가상공간으로의 참여를 촉진 시킬 수 있다. 더 이상 실버서비스의 주된 공급자였던 가정의 효를 바탕으로 한 노인봉양이나, 국가와 지방자치단체가 제공해 오던 차등적인 공적 실버서비스만으로는 고령자층의 폭넓고 다양한 욕구를 양적, 질적으로 충족시킬 수 없는 시대가 도래하고 있다. 또한 국가나 지방자치 단체의 재정적 측면에서도 이러한 변화에 충분히 대응할 수 없기 때문에 고령친화산업분야에 민간단체나 기업의 참여가 확대되어야만 한다. 노인들은 의료, 복지 수혜로 건강하고 활력 있는 노년기를 향유할 수 있으며 인생의 보람과 자신감을 회복하여 정서적으로 긍정적인 삶을 유지하게 된다. 더불어 사회적으로는 노인 고용을 촉진하여 산업인력을 확보하게 되며, 경제적으로 자립된 노인의 증가로 노인부양과 관련된 국가재정의 부담이 줄어들고, 구매력을 갖춘 노인을 위한 고령친화산업의 출현으로 새로운 사회를 위한 기회가 창출되어 저성장의 위험으로부터 탈피할 수 있을 것이다. 따라서 건강하고 성공적이며 활동적인 노인 삶을 가능하게 하는 유비쿼터스는 고령화와 함께 상생할 수 있는 패러다임으로 인식되어야 할 것이다. 이런 점에서 고령화 사회에 대비한 유비쿼터스 시대를 열기 위해서는 현재 IT 선도국가인 우리나라의 우수한 IT 인프라가 바탕이 되었을 때 더 빠른 성공을 기대할 수 있다. 둘째, 현존하는 노인복지시설의 문제점인 도심공간의 포화로 인한 도심과 인접한 노인복지시설 설립의 불가, 노인들을 친인척들과 따로 생활하게 하는 격리성, 기술로 대체할 수 있는 부분을 노동력으로 충당함으로써 생기는 관리 노동력의 낭비들을 보완할 수 있다. 셋째, u-Korea라는 이름 아래 차세대 국책사업으로 채택되어 시행 중에 있는 유비쿼터스 기술을 활용하여, 국가가 관리하는 노인복지시스템을 구축함으로써 기존의 도시 근교형, 전원 휴양지형 유료 노인주거시설에서 지역밀착형 시스템으로 전환을 이끈다. 마지막으로 본 연구에서 미진한 노인복지시설에 적용가능한 유비쿼터스 기술을 바탕으로 하는 USG시스템 도입방안에 대한 지속적인 후속 연구가 있기를 기대한다.
