There is renewed interest in special-purpose local government which meets the demand of inter-local government, resulting the enlargement of living zone and the development of translation and communication technology. Though it is increased the demand of inter-local government, there is deficient the related institution in Korea. Therefore, it is needed the introduction of special-purpose local government in order to effectuate the function of inter-local government. This paper proposes the way of constitution, empowerment and finance affairs which are related the establishment of special-purpose local governments. It is expected that is possible to deal with the demand of inter-local government effectively, is made a delivery of convenient public service to populations, is enlarged the power of local government and is reinforced the capabilities of local government through the introduction of special-purpose local government.

교통·통신의 발달로 생활권역이 확대 등으로 광역행정의 필요성이 증대되고 있다. 또한 지역의 경쟁력을 함양하기 위해 광역경제권의 설정이 요구되고 있다. 광역행정의 필요성이 점증되고 있음에도 불구하고 우리나라의 광역행정의 방법들은 제도적인 한계로 인해 그 기능을 실행하지 못하고 있다고 할 수 있다. 따라서 광역행정이 실제로 기능할 수 있도록 하기 위해서는 특별지방자치단체의 도입이 요구되고 있다. 특별지방자치단체는 2개이상의 지방자치단체가 그 사무를 공동으로 처리할 필요가 있을 때 협약에 따른 규약을 제정하여 지방의회 의결과 행정안전부 장관의 승인으로 설치해야 할 것이다. 또한 기관구성은 기관대립형으로 하고 간선제를 채택하는 것이 바람직해 보인다. 사무처리를 위해 조례와 규칙을 제정할 수 있는 권한을 부여하고 비용은 구성 지방자치단체의 분담금 및 사용료·수수료·사업수입·재산수입으로 충당해야 할 것이다. 특별지방자치단체의 도입으로 ①광역적인 행정수요의 효율적인 처리가 가능하며, ② 주민에게 편리한 행정서비스를 전달할 수 있고, ③지방분권을 확대할 수 있으며 ④지방자치단체의 능력을 강화시킬 수 있을 것으로 기대된다.
