This paper tries to observe the police policy of the past government and the police policy agenda of Lee's Administration in The Republic of Korea. This study propose the agenda of police policy in the present government. The police policy of the past government is divided with two kinds of contents. The first is a political neutrality of police. The second is the police action for the citizen. For the political neutrality of police, The past governments organized a many system. For example, The National Police Agency, The National Police Commission etc. As the police policy for the citizen, The past governments discussed Local police system, Investigation of police etc. The police policy of Lee's Administration doesn`t differ much from the past government. The agenda of police policy in the present government is introduction of local police system. Besides introduction of local police system, the police policy agenda of Lee's Administration should have the political neutrality of police, police the investigation. The The such agenda should be practical.

본 연구는 먼저 노태우 정부부터 노무현 정부까지의 경찰정책을 분석해 보고, 이를 평가한다. 경찰정책의 분석은 정책목표, 정책수단 그리고 이에 대한 정책평가를 중심으로 설명해 본다. 이 기간 동안 논의하고자 하는 주요 경찰정책은 경찰의 정치적 중립성 확보, 민생치안의 확립, 경찰행정의 쇄신, 경찰의 수사권 독립보장, 절충형 자치경찰제의 도입, 주민생활중심의 자치경찰제, 경찰의 수사권 현실화 등이다. 다음으로 이명박 정부의 경찰정책은 무엇인가를 살펴본다. 즉, 정책목표와 정책수단에 대해서 분석해 보고, 정책을 평가해 본다. 이명박 정부의 경찰정책은 국정지표에서 제시된 것처럼, 핵심과제로서「법질서의 확립」을, 일반과제로서「자치경찰의 도입」을 제시하였다. 그러나 그러한 과제 이외에도 앞으로 해결해야 할 경찰현안은 산재해 있다. 본 연구에서는 경찰현안으로서 국정과제와 함께 앞으로 추진해야 할 경찰정책 목표를 제시해 보고, 정책수단의 결정방안을 모색해 보고자 한다.
