This study critically evaluates the feasibility of adopting a local system of audit and inspection nationally by analyzing the working of the Jeju Audit Commission, which was established in 2006. The Jeju Audit Commission is compared with three alternative forms of local audit systems such as a legislative audit body, an independent commission, and an executive audit commission. These alternative arrangements for a local audit system are evaluated in the light of five criteria such as decentralization, independence, professionalism, political insulation, and feasibility. Overall, the results of the comparative evaluation turn out positive for the performance of the Jeju Audit Commission. Also are present some weaknesses such as duplication of the national and local audits, an unfixed term of the Audit Commissioner, duplicative jurisdiction over education agencies, and lack of professionalism. Hence, to adopt a local audit and inspection system such as the Jeju Audit Commission nationally, these challenges should be overcome.

본고는 2006년 7월 1일에 출범한 제주특별자치도의 감사위원회의 운영성과를 살펴봄으로써 전국적인 지방감사제도의 도입가능성을 검토하는 것이 목적이다. 이를 위해 우선 선행연구의 검토를 통해 전반적인 지방감사의 문제점과 이에 따른 대안들을 검토한다. 그 대안들로는 감사기능을 지방의회에 두고 의회직과 통합하여 전문직렬을 만드는 방안, 지방감사원을 설립하는 방안, 단체장 소속하의 감사위원회를 설치하는 방안 등이 있다. 이들 대안과 제주특별자치도의 감사위원회제도를 지방감사에 있어서 최소한 갖추어야 할 기준, 즉 분권성, 독립성, 전문성, 정치적 배제, 실현가능성에 의하여 평가하였다. 그 결과, 감사위원회제도는 이전의 자체감사 때보다는 모든 면에서 많은 개선을 보이고 있다. 다만 몇 가지 보완해야 할 점도 있다. 예를 들면 국정감사와 감사원의 감사가 상존하는 문제, 감사의원장의 사실상의 임기 불명확, 교육기관에 대한 감사일원화 문제, 감사요원의 전문화 문제 등이다. 이러한 문제가 해결된다면, 감사위원회 제도를 전국적으로 확대하여도 큰 무리 없을 것으로 생각된다.
