The agents for serving public interest are those who are to do with assisting the public officials in governmental organizations or doing works for increasing public interest in the other social organizations instead of performing military duty for a given period. The purpose of this study is to analyze the positive effect of utilizing 'the agents for serving public interest' on the local administrative organizations. Therefore, we built the framework of analysis based on literary review, analyzed the data collected through the questionnaire research, and suggested some policy implications from the result of the analysis.

공익근무요원제는 병역의무자가 군대 대신 국가기관, 지방자치단체, 공공단체 및 사회복지시설의 등에서 공익목적 활동을 수행함으로써 병역의무를 이행하는 제도이다. 이 연구는 지방행정기관이 공익근무요원을 활용함으로써 얻을 수 있는 효과를 실증적으로 분석하는 것을 주된 목적으로 한다. 이를 위해 이 연구는 공익근무요원제의 개요와 공익근무요원의 기능적 특성 및 활용효과 등에 대한 이론적 탐색에 기반하여 분석모형을 설정하고 이를 바탕으로 설문지를 작성하여 자료를 수집.분석하며, 자료의 분석결과에 기초하여 정책적 함의를 제시한다.
