Radial data envelopment analysis model used for analyzing the efficiency of outsourced government services has the limitation of not measuring efficiency accurately. To solve such problems, nonradial data envelopment analysis model, the slack-based model of efficiency, needs to be used. This paper reviewed major previous studies measuring the efficiency of contracting out public services with data envelopment analysis(DEA), explained the limitations of radial data envelopment analysis model, formulated the linear programming models of input-oriented variable returns to scale(VRS) radial and nonradial data envelopment analysis, analyzed the technical efficiency scores, reference set, inefficient amount and sources, returns to scale of an outsourced government service using radial and nonradial data envelopment analysis model, and compared the analytical results of radial data envelopment analysis model with those of nonradial data envelopment analysis model. The implications of this study are as follows. First, efficiency scores measured by nonradial data envelopment analysis model are inclined to be lower than those measured by radial data envelopment analysis model. Second, using time-series data the relative efficiency of outsourced and in-house government services needs to be evaluated.

민간위탁 행정서비스의 효율성을 분석하는 데 사용된 방사적 자료포락분석모형은 효율성을 정확하게 측정하지 못한다는 한계를 지니고 있다. 이러한 문제점을 해결하기 위해서는 비방사적 자료포락분석모형인 잔여기준효율성모형(SBM)을 사용할 필요가 있다. 본 연구에서는 자료포락분석을 사용하여 민간위탁업무의 효율성을 측정한 주요 선행연구들을 검토한 후 방사적 자료포락분석모형의 한계를 지적하고, 민간위탁 행정서비스의 효율성을 측정하기 위한 방사적 자료포락분석모형과 비방사적 자료포락분석모형을 공식화했으며, 방사적 자료포락분석모형과 비방사적 자료포락분석모형을 사용하여 민간위탁업무의 효율성과 준거집단, 투입산출요소의 비효율성 정도, 규모수익(RTS)을 분석하고 분석결과를 비교했다. 본 연구의 시사점은 다음과 같다. 첫째, 비방사적 자료포락분석모형을 사용하여 측정한 효율성점수가 방사적 자료포락분석모형에 의한 효율성점수보다 낮아지는 경향이 있다. 둘째, 시계열자료를 활용하여 민간위탁 행정서비스에 있어서 민간위탁과 직영 간의 상대적 효율성을 평가할 필요가 있다.
