Twelve Southeastern European countries launched a new economic bloc named Regional Cooperation Council(RCC), on July 1, 2008. The main goal of the RCC is to strengthen cooperation between the governments in the region, boost their links with the European Union(EU) and monetary institutions with the aim to accelerate economic development. In addition to that, the final purpose of the RCC is to join the EU in the future. The RCC includes Albania, Bosnia－Hercegovina, Bulgaria, Croatia, Greece, Hungary, Macedonia, Montenegro, Romania, Serbia, Slovenia and Turkey. Among them, Bulgaria, Greece, Hungary, Romania and Slovenia are already EU members, while Turkey and Croatia have a candidate status. It is required processing for Korean companies to diversify the global business partners to overcome difficulties in the international competition. In that standpoint, the RCC is surely one of the strategic regions to be potential markets. This study focuses and analyzes the system of investment and commerce of the RCC to enlarge the information and understanding of the newly established economic bloc.

세계 각 지역에서 경제블록화가 가속화되고 있다. 2008년 한해에만도 지중해연합(MU), 남미국가연합(UNASUR), 남동유럽지역협력협의회(RCC) 등의 대규모 경제블록이 새로 출범하였다. 2008년 7월 1일 출범한 남동유럽지역협력협의회(RCC))는 남동유럽지역 12개국이 참여하는 새로운 경제블록이다. RCC 결성의 궁극적인 목적은 경제개발을 통한 회원국들의 경제성장이며, 아울러 역내 국가간 협력강화와 국제금융기구 등과의 관계증진을 통하여 현재 미 가입 회원국들의 EU 가입도 완료 하려고 준비하고 있다. 향후 EU가입이 예상 되고 있는 RCC국가들에 대한 투자 및 교역 교두보확보는 EU확대에 대한 대응전략으로, 그리고 국제시장의 경쟁격화로 교역에 어려움을 겪는 상황에서 RCC로의 진출은 틈새시장 개척 및 시장선점을 위해 꼭 필요하다고 할 수 있다. 본 연구에서는 RCC의 투자 및 교역제도를 분석, 종합하여 새로 출범한 경제블록에 대한 정보의 범위를 확대해 보고자 한다.
