Since the regional self-governing body system became effective in 1991, the Republic of Korea made every effort to develop and resettle regional autonomy so that its system has improved practically in great deal. However, self-governing body systems were not given to the areas of public security due to North and South confrontation situation, and it kept its national police system. For the completion of regional self-governing administration, the introducing issue of self-governing police system has continuously proposed. The purpose of the following study is to present the settlement plans for the autonomous police body system of Jeju Island as an alternative plan for new government’s stable regional self-governing police systemNew government’s basic direction of self-governing police system became operative primarily in Jeju Island. Based on my visit to Jeju’s autonomous police department to investigate a present condition of operation as a committee member of the reform committee of National Police Agency from December 6th to 7th and following discussion with the on-site police officers, I analyzed current condition and problems of self-governing body of police department in Jeju Island.

우리나라는 지난 1991년 지방자치제도를 부활ㆍ실시한 이후 지금까지 지방자치의 발전과 정착을 위해 다양한 노력을 해왔고, 그 결과 제도 면이나 운용의 질과 양적인 면에서 상당한 발전을 이루어 왔다. 그러나 치안분야는 남북대치라는 특수한 여건으로 자치화가 되지 않고 국가경찰체제를 유지함으로 인하여 지방자치행정의 완성이라는 점에서 자치경찰제 도입논의가 지속적으로 제기되어 왔다.본 연구는 새정부의 자치경찰제도의 기본적인 방향이 제주특별자치도에서 우선 실시되고 있는 제주자치경찰제도를 근간으로 한다는 점에서 2007년 12월 6일부터 7일까지 이틀 동안 제주자치경찰의 운영현황을 파악하기 위하여 경찰청 혁신위원회의 제주자치경찰 현장방문에 위원으로서 참여한 결과를 바탕으로 제주자치경찰의 활동현장을 직접적인 시찰과 제주자치경찰과의 토론을 통하여 전국에서 최초로 시행되고 있는 자치경찰의 현주소 및 문제점을 분석하여 새정부의 자치경찰제의 안정적 정착을 위한 대안으로서 제주자치경찰의 정착방안을 제시하는데 그 목적이 있다.
