This study examined appropriateness of the security-police's supporting activities for the defectors from North Korea based on theory of human security that was not discussed so far despite important issues at recent changes of security concept, and it suggested political ideas.The findings were as follow:When the concept of human security was applied, supporting activities for the defectors from North Korea were found to guarantee human rights of each one of the defectors who were normal members of the society and to be essentially required to improve their life quality. To guarantee human rights of the defectors actively at the level of human security, the security police's supporting activities needed to be expanded. Therefore, not only blind criticism on supporting activities for the defectors from North Korea without changes of security concept but also discussion of cancellation of the security police was thought to be improper. If the security police's supporting activities for the defectors would be understood not based on supervision but based on protection, the activities could definitely have appropriateness to be very much important to realize human security.

본 연구는 최근의 안보개념의 변화에 있어 중요한 이슈임에도 불구하고 그동안 논의되고 있지 않던 인간안보 이론을 토대로 보안경찰의 북한이탈주민 지원활동에 대한 타당성을 검토함과 동시에 이에 대한 정책적 제언을 제시하고자 하였다.연구결과, 인간안보 개념을 적용해 보면 북한이탈주민 지원활동은 사회의 정상적 구성원인 북한이탈주민 개개인의 인권을 보장하고, 삶의 질을 향상시키기 위해 반드시 필요한 활동으로 평가할 수 있었다. 뿐만 아니라 인간안보적 차원에서 북한이탈주민들에 대한 적극적 인권보호를 위해서는 오히려 보안경찰의 지원활동이 보다 확대될 필요성도 찾을 수 있었다. 그러므로 안보개념 변화에 대한 이해 없이 북한이탈주민 지원활동에 대한 맹목적 비판을 가하는 것과 그에 따라 보안경찰의 폐지를 논하는 것은 적절하지 않다고 판단된다. 특히 인간안보 개념을 바탕으로 북한이탈주민 지원활동을 감시가 아닌 보호의 측면으로 이해한다면 보안경찰의 북한이탈주민 지원활동은 분면 타당성을 가질 수 있을 것이며, 인간안보의 실현을 위한 매우 중요한 활동으로 자리잡을 수 있을 것이다.
