본 연구는 문화산업 내 다양한 노동 관련 이슈들을 ESG의 사회(Social) 영역으로 재정의하여, 기업의 지속 가능한 발전이라는 틀에서 분석할 필요성을 제기한다. 이를 바탕으로 ESG가 문화산업의 구조적인 노동환경 의제와 어떻게 연결될 수 있는지, 그리고 실질적으로 노동문제 해결에 어떻게 기여할 수 있는지 탐색한다. 이를 위해 본 연구는 첫째, ESG 개념과 이에 대한 긍정론 및 회의론을 고찰한다. 둘째, ESG 평가에서 노동 관련 지표를 분석하고, 문화산업 내 ESG 논의 현황 및 업계의 ESG에 대한 인식과 대응 방향성에 대해 비판적으로 검토한다. 이를 위해 방송스태프노조, 방송연기자노조, 영화산업노조, 방송작가노조, 한빛미디어노동인권센터, 게임기업노조 등 관련 노조 대표자들과의 심층 인터뷰를 진행하였다. 이상의 연구결과를 바탕으로, 본 연구는 ESG를 문화산업 분야 노동환경을 개선하기 위한 실질적 기회로 활용하기 위해 다음의 네 가지 전략을 제시한다. 첫째, 문화산업 특수성을 반영한 K-ESG 가이드라인 제정, 둘째, 기업의 ESG 준수에 대한 정부의 규제력 강화 및 이해관계자들의 실사 참여, 셋째, ESG에 대한 노동조합의 적극적 참여와 인식 개선, 마지막으로 상생협력기금 등을 통한 제도적 지속가능성 제고가 필요하다는 것이다.
This study explores how environmental, social, and governance (ESG) principles can be linked to structural labor issues in the Korean cultural industry and identifies practical applications of ESG in resolving these challenges. To this end, the study first examines the concept of ESG and explores both optimistic and critical perspectives. Second, it analyzes labor-related indicators in ESG evaluations and reviews the current state of ESG discussions in cultural industries based on relevant studies. Subsequently, the study delineates the structural labor environment in the cultural industry to connect labor issues with ESG principles and explores workers' perceptions of ESG. Insights were gained through in-depth interviews with representatives from organizations such as the Broadcasting Staff Union, Actors' Union, Film Industry Union, Broadcasting Writers' Union, Hanbit Media Labor Rights Center, and the Game Industry Union. Based on the research findings, this study proposes four policy recommendations for using ESG as a tool for improving labor conditions: first, establishing ESG guidelines that reflect the specific characteristics of the cultural industry; second, strengthening governmental regulatory oversight of corporate ESG compliance and the involvement of labor unions in the evaluation process; third, improving awareness of ESG issues within labor unions and encouraging their active participation; and finally, enhancing institutional sustainability through co-prosperity funds and similar initiatives.
