본 연구는 미 육군의 다영역전투 개념의 형성 및 발전과정을 군사혁신의 관점에서 조명하는 것을 목적으로 하였다. 연구의 결과, 다영역전투 개념의 형성 및 발전에는 군사혁신의 내적 요인 또는 외적 요인 중 한 요인의 우세나 비율적인 균형보다는 두 요인의 조화로운 작용이 주요했음을 확인할 수 있었다. 다영역전투 개념의 형성기에는 정치 지도자와 고위 관료 즉, 민간 부문의 개입과 지상군 역할 축소에 대한 위기 인식과 이를 타개하고자 하는 군 내부적 혁신의 노력이 주요 추동력으로 작용했다. 또한, 다영역전투 개념의 구체화 단계인 발전기에는 각 군 간 협력을 통한 군 주도의 노력이 핵심적인 동력이 되었다. 즉, 군 내·외부적 요인은 새로운 작전개념 구상의 강력한 동기가 되었으며, 각 군 간 협력 및 군 내부적 노력은 내실 있는 발전의 주도 요소였다. 이에 더해 본 연구는 다영역전투 개념의 형성 및 발전과정을 분석함으로써 우리 군을 위한 다양한 정책적 함의를 도출할 수 있었다. 첫째, 우리 군이 자체 작전개념 개발 시 학계나 외국군 등 다양한 주체의 의견수렴이 필요하다는 점이다. 둘째, 자군우선주의에서 벗어난 군 간 협업의 중요성이다. 마지막으로 현재 다영역작전 개념으로 발전한 다영역전투 개념의 본질에 대한 올바른 이해를 바탕으로 한 적합한 무기체계의 개발이다.
The purpose of this study was to examine the establishment and development of the U.S. Army’s Multi-Domain Battle concept from the perspective of military innovation. The results of this study suggest that the Multi-Domain Battle concept emerged was not from internal or external factors of military innovation alone, but from their harmonious interaction. In the establishment phase, political leaders, high-ranking officials, private-sector intervention, a sense of crisis regarding the diminishing role of ground forces, and internal military reform efforts were the main driving forces. In the development phase, during the Multi-Domain Battle concept was being refined, military-led efforts through interservice cooperation were the key drivers. In other words, both internal and external factors played crucial roles in the initial conception of new operational concepts, while interservice cooperation and internal military efforts were pivotal in their further development. By analyzing the establishment and development of the Multi-Domain Battle concept, this study was able to provide several policy implications for the ROK military. First, the ROK military should gather input from various actors, including academia and foreign militaries, when developing its own operational concepts. Second, it must emphasize interservice cooperation over service parochialism. Lastly, the development of suitable weapon systems based on a proper understanding of the nature of Multi-Domain Battle concept, which has evolved into the current concept of Multi-Domain Operations.
