학교운영위원회는 학부모, 교사, 지역사회 구성원이 참여하여 학교 운영의 투명성과 민주성을 실현하기 위해 설립된 중요한 기구이다. 그러나 운영의 형식화, 대표성 부족, 의사소통의 비효율성, 운영위원의 전문성 부족 등의 문제로 인해 실질적인 기능이 약화되고 있으며, 특히 농어촌 지역에서는 이러한 문제들이 더욱 심각하게 나타나고 있다. 이를 해결할 수 있는 대안으로 정보통신기술(ICT)을 활용한 온라인 거버넌스 플랫폼의 도입이 제시된다. 이 플랫폼은 비대면 회의와 실시간 소통을 통해 다양한 이해관계자의 참여를 촉진하며, 시간과 공간의 제약을 극복할 수 있는 환경을 제공한다. 또한, 디지털 기록과 자료 공유를 통해 의사결정 과정의 투명성을 크게 향상시킬 수 있다. 본 연구는 이러한 온라인 거버넌스 플랫폼의 도입 방안으로 네 가지 전략을 제안한다. 첫째, 각 학교의 특성과 요구에 맞춘 맞춤형 플랫폼 설계와 기술적 지원을 통해 학부모와 지역사회의 참여를 활성화하는 것이다. 둘째, 운영위원들의 역량 강화를 위한 온라인 교육 프로그램을 통해 교육정책과 의사결정에 대한 이해도를 높인다. 셋째, 디지털 기록 관리와 정보 공유 시스템을 활용하여 투명하고 신뢰할 수 있는 의사결정 구조를 구축한다. 넷째, 상시 소통 채널을 통해 학교와 지역사회 간의 긴밀한 협력 관계를 형성하고, 공동의 문제 해결과 정책 실행력을 강화하는 것이다. 이러한 접근은 학교운영위원회의 민주적 운영과 실효성 회복에 기여하며, 학교와 지역사회의 상호 협력을 통해 교육의 질을 높이고 지속 가능한 발전을 이끌어낼 수 있는 길을 제시한다. 또한, 온라인 거버넌스 플랫폼의 활용은 교육 거버넌스의 새로운 모델로서, 향후 다른 지역 및 국가의 교육 정책 수립에 유의미한 시사점을 제공할 수 있을 것으로 기대된다.
Research Purpose: School governing councils ensure transparency and democratic governance by involving parents, teachers, and community members in decision-making. This study examines using ICT-based online governance platforms to enhance stakeholder participation, improve transparency, and overcome spatial and temporal constraints. Research Methods: 1. Develop customized platforms and provide technical support to boost participation. 2. Offer online training programs to strengthen council members’ expertise. 3. Implement digital record-keeping and information-sharing mechanisms for transparency. 4. Establish continuous communication channels to foster collaboration between schools and communities. Research Conclusion: This approach promotes greater accountability and inclusion, increasing transparency and strengthening relationships between schools and communities.
