본 논문은 독도 및 동해해역에서 발생할 수 있는 다양한 안보위협에 대응할 수 있는 사이버 방어전략을 구상하는 것이 목적이다. 이를 위해 러시아-우크라이나 전쟁에서 벌어진 정보심리전이 어떻게 국제여론에 영향을 미쳤는지 특징과 사례에 주목하였다. 그리고 한반도 주변 4개국과 한국의 사이버전 전략과 역량을 분석하여 법·제도, 사이버기술, 수행조직 측면에서 취약점을 도출하였다. 이를 적용하여 사이버 위협요인을 분석하고 평시, 유사시, 전시 정보심리전에서의 우위를 점하기 위한 독도 사이버 방어전략을 제안하였다.
The purpose of this paper is to devise a cyber defense strategy that can respond to various security threats that may arise in the Dokdo and East Sea waters. To this end, we paid attention to the characteristics and examples of how the information psychological warfare in the Russia-Ukraine war affected the international public opinion. And by analyzing the cyber warfare strategies and capabilities of the four countries around the Korean Peninsula and Korea, vulnerabilities were derived in terms of laws/institutions, cyber technology, and performance organizations. By applying this, we analyzed cyber threat factors and proposed a Dokdo cyber defense strategy to gain an advantage in peacetime, emergency, and wartime information psychological warfare.
