이 논문은 1963년부터 1965년까지 국내 신문에 보도된 독도 관련 사항을 통해 한일 국교 정상화 과정에서 소위 ‘독도 문제’가 어떻게 다루어졌는가를 살펴보았다. 1962년 일본 측에서는 ‘독도 문제’ 처리 방안으로 ‘국제사법재판’, ‘독도 공유’, ‘국제중재’ 등 여러 방안들이 제시되었고, 한국 측에서도 ‘제3국 조정안’을 거론하기도 했다. 그런데 위와 같은 방안에 대해 1963년 이후 한국 내부에서는 ‘독도 문제’를 ‘과거사 및 주권의 문제’로서 ‘타협할 수 없는 사항’으로 인식하는 기류가 강하게 자리하였다. 일본은 이러한 상황을 흔들어보고자 ‘독도 문제’를 당시 한일회담에서 논의된 다른 현안 문제와 일괄하여 해결할 것을 집요하게 요구하였다. 하지만 한국은 독도가 한일회담의 의제가 될 수 없다는 입장을 강하게 견지하였다. 1965년 6월 한일협정 체결 직후에도 독도를 둘러싼 한일 양국의 대립은 계속되었다. 한일 국교 정상화 과정 중 ‘독도 문제’의 전개 양상을 보면, 일본은 공격하는 입장이었고 한국은 방어하는 입장이었다. 그럼에도 한국이 우월한 입지에서 협상에 임할 수 있었던 것은 독도를 실질적으로 점유하고 있었기 때문이다. 분권화된 국제사회에서 영역에 대한 실질적 점유는 외교 협상에서 큰 힘을 발휘하는 요소가 됨을 보여주었다.
This study examines how the so-called “Dokdo issue” was addressed during the process of normalizing Korea-Japan diplomatic relations, based on reports published in Korean newspapers from 1963 to 1965. In 1962, Japan proposed various approaches for handling the “Dokdo issue,” including “litigation at the International Court of Justice,” “Dokdo condominium,” and “international arbitration.” Korea, for its part, also mentioned the possibility of “mediation by a third country.” However, from 1963 onward, a strong consensus emerged within Korea that the “Dokdo issue” was a matter of historical grievances and national sovereignty, and therefore a “non-negotiable issue.” In response, Japan persistently attempted to resolve the “Dokdo issue” as part of a comprehensive agreement alongside other agenda items discussed during Korea-Japan talks. Korea, however, firmly maintained its position that Dokdo could not be included as a topic of discussion. Even immediately after the signing of the Korea-Japan Agreement in June 1965, differences between the two nations regarding Dokdo continued. The dynamics of the “Dokdo issue” during the Korea-Japan normalization process show that Japan adopted an offensive stance while Korea took a defensive position. Nevertheless, Korea was able to negotiate from a position of strength due to its practical control over Dokdo. This demonstrates that in a decentralized international system, practical territorial control has proven to be a significant factor in strengthening a nation's position in diplomatic negotiations.
