본 연구는 미국의 인도·태평양 전략이 어떠한 국제정치 패러다임에 기반을 둔 대외정책 기조하에서 추진되고 있는지에 대해 고찰해 보고, 이를 바탕으로 우리의 대응방안을 제시하고자 하였다. 이를 위해 본 연구는 먼저 트럼프 행정부와 바이든 행정부의 대외정책 기조를 고찰하고, 이들이 미국의 인도·태평양 전략에 어떻게 투영되었는지를 분석한 이후, 이를 바탕으로 우리의 대응방안을 다음과 같이 제시하였다. 첫째, 우리의 국가이익을 명확하게 규정한 이후, 장기적이고 거시적인 관점에서 우리의 글로벌 안보전략과 인도·태평양 전략을 연결할 수 있는 체계적인 국가대전략을 수립해야 한다. 둘째, 우리의 국가이익에 기초한 국가대전략을 바탕으로 전략적 선택, 즉 기존의 미·중 사이에서 전략적 모호성을 유지하는 전략에서 전략적 명확성을 추구하는 전략으로 전환해야 한다. 셋째, 우리의 국가이익에 기초한 국가대전략과 전략적 선택을 바탕으로 예상되는 사안별로 구체적이고 정교한 대미 협상전략을 수립해야 한다. 본 연구는 기존의 대부분 선행연구가 어느 한 행정부의 대외정책 또는 인도·태평양 전략에 국한되어 분석했던 것과는 달리, 트럼프 행정부와 바이든 행정부의 인도·태평양 전략이 어떠한 국제정치 패러다임에 기반을 둔 대외정책 기조하에서 추진되었는지를 분석해 봄으로써 미국의 인도·태평양 전략을 보다 심도 깊게 이해하고 분석한 이후 우리의 대응방안을 제시하였다는 점에서 큰 의의를 가진다고 할 수 있다.
This study examines how the U.S. Indo-Pacific strategy is being pursued within the framework of the U.S. foreign policy and suggests ROK’s response options. To this end, this study first examines the Trump and Biden administrations’ foreign policy stance, analyzes how it is reflected in the U.S. Indo-Pacific Strategy, and predicts how the U.S. Indo-Pacific Strategy will unfold, and then suggests the following ROK’s response options. First, ROK needs to develop a systematic national grand strategy that clearly defines its national interests and that links its global security strategy to Indo-Pacific strategy from a long-term, macro perspective. Second, based on its national interests and national grand strategy, ROK should make strategic choices that shift from maintaining the existing strategic ambiguity to seeking strategic clarity between the U.S. and China. Third, based on its national grand strategy and strategic choices, ROK should establish specific and sophisticated negotiation strategies for each expected issue. This study is significant in that it provides a more in-depth understanding of the U.S. Indo-Pacific Strategy by analyzing the Trump and Biden administrations’ foreign policy stance based on paradigm of international politics theories, unlike most previous studies, which had only analyzed a certain administration's foreign policy or Indo-Pacific Strategy and then suggested ROK’s response options.
