통일과 밀접하게 관련된 남북한의 통합문제는 현존하는 양 체제를 어떻게 평화적으로 관리해 나가느냐에 대한 ‘평화체제의 제도화’를 위한 ‘과정의 연속’이라 할 수 있다. 통합분야 중 정치·군사통합은 제 분야 통합에 지배적인 영향을 미치게 되는데, 특히 군사통합은 두 체제의 폭력의 관리자였던 군대를 통합하는 것이므로 전체 체제의 안정성 문제에 결정적 영향을 미치기 때문이다. 따라서 연구의 목적은 군사통합을 달성하기 위한 핵심요소별 군사통합분석 모형을 분석의 틀로 설정한 후, 남북한 군사통합의 성공을 위한 핵심 요소를 합리적으로 찾아보는 것이다. 이를 위해 본 연구는 ‘주체’, ‘속도’, ‘방식’이라는 핵심요소가 순기능을 함으로써 군사통합이 가능하다는 생각에 기초하여 접근하였고, 핵심요소를 모형화하여 선정된 분석의 틀에 의해 분석함으로써 남북한 군사통합의 방향을 모색하였다. 연구 방법은 군사통합을 위한 모형을 먼저 정립한 후 독일과 예멘의 군사통합 사례를 적용하여 결론을 도출하는 방식의 흐름을 채택하였다. 결과적으로 설정된 모형과 이 모형에 독일과 예멘의 사례를 대입하여 얻은 남북한 군사통합 성공을 위한 조건은 주체요소와 관련하여서는 국·내외적 상황을 호기로 전환할 수 있는 능력있는 지도자의 선정이 이루어져야할 것이며, 속도측면에서는 신속하고도 광범위한 외적 통합을 조기에 달성해야 할 것이다. 그리고 방식측면에서는 정책 결정 시기에 따라 합리적 모형과 점증적 모형을 적절하게 적용하여 발전시켜야 한다.
The issue of integration, including unification and training, and how to harmoniously manage the amount to be accepted, can be called the 'institutionalization of the peace body' as the 'string of the process'. Among the fields of integration, political and military integration has a dominant influence on the integration of all fields, and military integration in particular includes two business managers and has a decisive influence on the overall problem of integration. Therefore, the purpose of the study is to establish a military integration analysis model for each key element to utilize military integration as an analysis structure, and then reasonably find key elements for the success of external military integration. To this end, this study was approached based on the idea that military integration is possible when the key elements of 'subject', 'speed', and 'method' function properly, and by modeling the key elements and analyzing them using a selected analysis framework, North and South Korea The direction of military integration was sought. The research method was to first establish a model for military integration and then draw conclusions by applying military integration cases in Germany and Yemen. As a result, the model established and the conditions for the success of the military integration of North and South Korea obtained by substituting the cases of Germany and Yemen into this model are related to the subject element, which requires the selection of a capable leader who can turn the domestic and international situation into an opportunistic one. In terms of speed, rapid and extensive external integration must be achieved early. And in terms of methods, rational models and incremental models must be appropriately applied and developed according to the policy decision period.
