본 연구는 북한에서 정기 간행되는 학술지에 실린 문헌들을 분석하여 김정은집권 이후 북한의 대외경제협력에 대한 인식 변화를 연구하였다. 그 결론은다음과 같다. 첫째, 김정은 시대 대외경제협력에 대한 인식은 이전 시대에비해 개방적인 방향으로 변화하고 있다. 둘째, 대외경제협력을 확대하려는 목적은 국내 경제 발전과 외화수입을 위해서이다. 북한 문헌들에서는 직접적으로‘경제적 이익’, ‘물질적 답보’라는 표현을 사용하고 있다. 셋째, 국제금융거래에대한 문헌이 급격히 증가하였다. 특히, 환율, 국제 금시장, 외화수지, 신용등에 대한 인식 확대가 두드러진다. 넷째, 대외경제협력을 구성하는 부문별로변화의 양상은 달랐다. 대외무역의 중요성은 계속해서 커지고 있다. 투자와관련해, 지금까지는 개방적인 시각과 보수적인 시각이 혼재된 경향을 보였으나2022년 이후 투자 관련 문헌들이 증가하고 내용도 구체화되고 있어 향후 인식과 제도에 추가적인 변화가 있을 가능성을 시사한다. 한편 원조와 국제금융기구는 북한의 대외경제협력에 대한 인식에서 여전히 우선순위가 높지는 않지만, 70여 년간 명시적 비판만을 쏟아 내는 관계에서 우호적인 협력 가능성을 조금이나마 엿볼 수 있는 방향으로 변화했다는 점이 유의미하다.
This study analyzes articles from academic journals regularly published in North Korea, focusing on the changes in North Korea’s perception of economic cooperation since Kim Jong Un assumed power in 2012. Through this study, the following findings were identified. First, during Kim Jong Un’s era, there has been a gradual shift in perception toward economic cooperation in a more open direction. Second, the expansion of economic cooperation aims at domestic economic development and securing foreign exchange reserves. North Korean literature directly uses expressions like ‘economic benefits’ and ‘material stagnation.’ Third, there has been a sharp increase in literature related to international financial transactions, exchange rates, international gold markets, foreign exchange balances, and the concept of credit. Fourth, patterns of change in sectors comprising economic cooperation such as trade, investment, and aid varied. The importance of external trade continued to grow, and articles related to investment have increased since 2022, showing a trend toward more detailed content, suggesting potential future changes in North Korea. Moreover, despite aid and international financial institutions not being top priorities in North Korea’s economic cooperation, their view toward these sectors has shown a directional shift from explicit criticism over the past 70 years toward the possibility of cooperative relations.
