2023년 10월 7일 하마스의 이스라엘 기습공격은 피해당사자뿐만 아니라 국제사회를 경악하게 하였다. 휴일 아침에 1,200명이 넘는 주민과 군인이 무참히 살해당했으며, 251명이 인질로 끌려갔다. 이전에는 찾아볼 수 없었던 잔혹한 범죄였다. 세계 최고의 정보기관도 전혀 예상치 못했던 하마스의 기습은 어떻게 가능했을까? 최첨단 무기와 장비를 가진 군사 강국 이스라엘이 기습당하는 모습을 지켜보면서 우리는 당장 북한을 떠올렸다. 70년 이상 계속된 북한의 도발에 대해 우리의 대응 전략과 수단은 잘 갖춰져 있지만, 이번 하마스 사례분석을 통해 새로운 형태의 기습에 대한 대응책이 필요했다. 하마스는 이스라엘과 사우디의 국교 정상화 추진, 가자지구 주민의 최악의 지지율 등을 탈피하고자 이스라엘의 정치적 혼란을 틈타 기습을 감행하였다. 2년 이상 평화 모드로 위장하고 이스라엘을 기만하였으며, 취약한 시기에 맞춰 민간 차량과 레저용품을 사용하여 기습 침투하였고, 잔인함을 의도적으로 노출하는 등 여러 특징이 나타났다. 만약 북한이 모방한다면, 동시에 다량의 장사정포, 미사일 공격으로 방어체계를 마비시키고자 할 것이며, 수십 개의 목표를 동시에 공격함으로써 대응이 어려운 상황을 만들 수 있다. 우리는 보복 시에 국제여론이 악화되지 않도록 그 기준을 명확히 설정해야 하며, 객관적 판단이 가능토록 정보기관의 독립성을 보장하고, 벌떼공격에 대비한 무기체계의 개발이 요구된다.

If North Korea imitates this case, it will simultaneously try to paralyze its defense system with a large number of long-range artillery and missile attacks. And by attacking dozens of goals at the same time, it will make our response difficult. When we retaliate, we must clearly set the criteria for retaliation so that international public opinion does not deteriorate. In addition, the independence of intelligence agencies is guaranteed so that objective judgment is possible, and the development of a weapon system against swarm attacks is required.
