본 연구에서는 Q 방법론을 활용하여 공공부문에서의 블록체인 기술 활용에 대한 다양한 이해관계자들의 주관적 인식을 탐구하였다. 본 연구는 블록체인 기술의 공공부문 적용･활용에 관한 기존의 선행연구와 전문가 인터뷰를 바탕으로 Q 진술문들을 작성하였고, 공공부문 내 다양한 전문적 배경을 가진 응답자들의 반응을 순위화하였다. 분석 결과, 네 가지의 유형이 도출되었는데, 이들 유형은 블록체인의 기술적 가능성 및 규제적 제약, 그리고 이에 대한 공공부문 이해관계자들의 인식 사이의 복합적이고 다차원적인 상호작용을 반영한다. 본 연구는 공공부문에서의 블록체인 기술 적용의 동학과 맥락을 제공함으로써 이론적･실천적 함의를 제공한다. 즉, 본 연구는 공공부문 혁신을 위한 블록체인 기술 도입에 관한 자결적 주관성을 이해하는데 기여할 것이다. 또한 공공부문의 목표를 달성하는 데 있어 블록체인 기술 활용에 대한 다양한 인식을 유형화함으로써 향후 공공부문에서의 블록체인 기술 도입의 방향성 제시에 기여할 것이다.
This study employs Q-method analysis to explore the diverse perspectives and attitudes surrounding the application of blockchain technology in the public sector. It aims to uncover the tapestry of discourses and operant subjectivities of the various aspects and dimensions of implementing blockchain technology in public services. By using a set of Q-sample statements, participants from different professional backgrounds within the public sector ranked these statements per their viewpoints. The Q analysis revealed four distinctive patterns of opinions and attitudes, reflecting the interplay between technological possibilities, regulatory constraints, and public perceptions. These patterns emphasize the multidimensional nature of stakeholders' perspectives on the integration of blockchain technology into their work. Furthermore, the study offers insights into the dynamic nature of discourse surrounding the adoption of blockchain technology in public services. The study contributes to the understanding of operant subjectivity in the context of technology adoption and public sector innovation, and equips policymakers and practitioners with nuanced viewpoints on blockchain implementation, enabling them to make informed decisions when aligning blockchain technology with public sector objectives and requirements.
