이 글은 프랑스 시민교육의 시대적 변천과 쟁점을 살펴봄으로써 국민국가와 다문화 사회라는 맥락을 동시에 아우르는 시민교육에 관한 논의에 도움이 될 수 있는 사례를 탐색하고자 한다. 이를 위해 먼저 프랑스 대혁명까지 거슬러 올라가는 프랑스 시민교육의 연원을 짚은 뒤, 공화주의 모델을 토대로 제도화된 시민교육이 프랑스 사회의 역사·문화적 변동에 따라 진화하는 양상을 따라간다. 이어서 시대적 상황에 따라 새롭게 구성되어 온 시민권 개념이 구체적으로 학교 교육 현장에 어떻게 적용되었는지를 탐구하고, 여기서 제기된 문제들과 미래의 시민교육을 향한 대안적 논의까지 소개한다. 최초의 프랑스 시민교육은 공화국의 시민을 양성한다는 목표를 갖고 탄생하였으나, 이민과 유럽연합 출범, 세계화에 따라 시민권에 관한 현대적 개념과 개인들의 새로운 정체성을 포용하며 그 이념 및 방향의 범주를 확대해 오고 있다. 문화적 동질성과 사회적 권리에 대한 평등성을 전제하는 프랑스식 공화주의가 종교적, 민족적 다양성에 적응하는 과정에서 발전해 온 사상적 기반으로서 인권에 기반한 시민권, 다문화를 유럽식으로 해석한 상호문화적 관점 등이 나타난다. 이는 오늘날 프랑스 사회가 민주주의와 보편적 문화에 기초한 새로운 형태의 시민공동체를 구성하기 위해 쏟는 노력을 반영하며, 공화주의 사회 모델과 상호문화주의, 더 나아가 공동체주의의 병립 가능성을 프랑스 대혁명의 기본 정신인 다양성 존중과 연결하여 검토하는 모습을 보여준다. 단일한 역사와 언어를 공유하는 국가, 민족적 정체성을 딛고 새로운 형태의 시민사회로 나아가기 위한 미래의 시민교육을 고민하는 프랑스의 사례는 최근 본격적인 이민과 다문화 사회를 준비하는 한국의 시민교육의 방향을 모색하는데 의미있는 시사점을 제공할 수 있을 것이다.
By examining the historical changes and issues of civic education in France, this article seeks to explore insights on civic education in the context of multiculturalism in a nation state. To this end, we first look at the origins of French civic education dating back to the French Revolution, and follow the evolution of institutionalized civic education within public education based on the republican model. French civic education was born with the goal of nurturing citizens of the republic, but in coping with immigration, launch of the European Union, and globalization, it has expanded its scope by embracing modern concepts of citizenship based on human rights and new identities of individuals. This reflects the ideological foundation developed by France in the process of adapting to religious and ethnic diversity and forming a new type of civic community based on democracy. These efforts also explore the possibility of coexistence between the republican social model, whose premises are cultural homogeneity and equality of social rights, and interculturalism, furthermore, communitarianism. The case of France may provide meaningful implications on the future of civic education in Korea, which is preparing for immigration and being a multicultural society.
