중화민국(약칭 대만)의 제16대 총통선거와 제11대 입법위원 선거가 2024 년 1월 13일 실시되었다. 전통적으로 대만선거, 특히 총통선거의 판세를 결정하는 핵심 요인은 후보에 대한 미국의 신뢰와 양안 관계에 대한 당과 후보의 인식, 그리고 대만정체성에 관한 당과 후보의 인식이다. 특히 2019년홍콩 사태 이후로 대만 사회 내에 확산된 반중정서를 토대로, 2020년과 올해 선거에서는 ‘반중 대 친중’의 구도가 재현됐다. 제16대 총통 당선인 라이칭더는 확고한 대만정체성을 토대로 양안 문제에 대한 강경한 견해를 밝혀왔으며, 신임 행정부가 당분간 중국과 대립하는 정책 방향성을 유지할 것으로 예상되는 만큼, 양안 간의 단기적인 긴장 고조는 피하기 어려운 형국이다. 그 결과, 대만해협의 긴장이 역내 안정과 평화를 위협하는 핵심 현안으로 부각될 경우 이에 대한 미국의 집중도 증가는 북핵 문제에 대한 상대적 관심 저하로 이어질 수 있고, 이를 기회로 여긴 북한의 도발과 위협이발생할 가능성도 존재한다. 더욱이 대만문제가 악화되어 미중 혹은 일중간 갈등이 심화되고, 이러한 추세에 따라 미⋅일⋅대만 간의 안보협력 증대 논의가 시작된다면 최근 강화되고 있는 한미일 3국 공조에도 부정적인영향을 미칠 가능성이 있다.
The 16th presidential and 11th legislative elections held on January 13, 2024, in Taiwan. Traditionally, key determinants shaping Taiwan's electoral dynamics include the trust from the United States, candidates & political parties' stances on cross-strait relations, and the notion of Taiwanese identity. Against the backdrop of escalating anti-China sentiments since the Hong Kong protests of 2019, the electoral landscape in both 2020 and 2024 has been characterized by a dichotomy of 'Anti-China versus Pro-China' sentiments. President-elect Lai Ching-te has taken a firm stance on cross-strait issues, and with the new government expected to move in a direction of confrontation with China in the short term, likely leading to heightened tensions between the two sides. This paper posits that the increased focus on the Taiwan issue may divert attention from other regional concerns, such as North Korea. Consequently, a relative decrease in the United States' engagement in North Korean affairs could ensue, potentially emboldening North Korean provocations. Furthermore, the heightened tensions in the Taiwan Strait could contribute to the deepening conflicts between the U.S.-China and Japan-China relationship. If discussions on expanding security cooperation among the U.S., Japan, and Taiwan commence, it could potentially influence the recently strengthened trilateral cooperation between the United States, Japan, and South Korea.
