본고에서는 일본 고치현에서 공개하고 있는 행정 기록을 중심으로 한일 지자체 간 교류 경과와 흐름을 살펴본다. 전라남도와 고치현이 26년간 어떠한 교류의 성과를 보였으며 그 다양한 교류의 영역들이 구체적으로 어떻게 전개되는지 주요 내용을 살펴보고 한일 선린 교류의 사례로서 어떠한 현재적 의미를 지니는지에 대해서 고찰한다. 중요한 것은 1997년부터 시작된 26년간의 교류는 양국 지방 정부 간 ‘협정’의 형태로 세 차례나 격상되어 고정적인 것으로 변화하면서 그간의 교류 성과를 바탕으로 분야를 확대해 나갔기에 자체적인 ‘진화’ 과정을 거쳤다는 점이다. 또 다기에 걸친 교류 분야의 영역별 성과는 다양한 민간인 교류, 문화·예술 및 국제박람회 참여, 산업 분야 교류, 향후 협력 다짐을 위한 교류로 분류할 수 있다. 무엇보다 전라남도와 고치현은 한일 청소년 고등학생의 상호방문을 통해서 알 수 있듯이 향후 양국 지방 정부의 교류에 공헌할 수 있는 인재 만들기에 역점을 두면서 미래지향적인 한일관계를 위한 선린 교류를 이어나가고 있다는 점이 큰 의미를 지닌다고 볼 수 있다.
In this study, we examined the progress and significance of exchanges between local governments in Korea and Japan, focusing on administrative materials published in Kochi Prefecture, Japan. Specifically, how have the exchanges between South Jeolla Province and Kochi Prefecture developed over the past 26 years? We considered the significance of good neighborhood exchanges between Korea and Japan. Exchanges between local governments in the two countries from 1997–2023 have been upgraded three times via agreements and expanded to various fields. Furthermore, categories of exchanges include exchanges or “vows” to strengthen cooperation in the future. exchanges between civilians, and cultural, artistic, and industrial exchanges. Jeollanam-do and Kochi Prefecture are important examples of future-oriented Korea-Japan relations, as they have focused on creating talent for local exchanges between Korea and Japan through youth exchanges and comprehensive high school visits.
本稿では、日本国高知県で公開している行政資料を中心に、韓国と日本の地方自治体同士の交流の経過や意味について考察する。全羅南道と高知県における26年間の交流の成果は具体的にどのようなに展開してきたのか、また韓日善隣交流の事例としての意義について探る とりわけ、1997年から始まった26年間に渡る両国の地方政府の交流は、「協定」の形で三度も格上げされ固定的なものに変化しつつ各分野へ拡大していったので「進化」過程を経たものと言える。また多岐にわたる交流分野は民間人交流、文化・芸術交流、産業交流に加えて今後協力強化のための「誓い」の意味を持つ交流に分けることができる。なによりも、全羅南道と高知県は青少年の交流ー高校の総合訪問行事を通じて、今後韓日の地方交流のために人材作りに比重をおいていたことから未来志向的な韓日関係の事例としての意味が大きい。
