본 연구는 장애인 개인 예산제의 도입과 함께 새롭게 디자인될 장애인활동지원서비스를 통해 장애인 당사자의 만족스러운 돌봄을 이루기 위한 방향성 중 가족 돌봄 경험이 가져온 영향은 무엇이었는가를 확인하고자 하였다. 이에 개인 예산제 활용에 대한 해외 사례, 국내 현황 등에 대한 문헌 고찰과 함께 코로나시기에 우리 사회 내에서 진행된 장애인활동지원서비스의 가족 지원 경험에 대한 내러티브 인터뷰 분석을 진행하였다. 그 결과 장애 당사자의 중증도와 문제행동으로 인해 수개월 이상 활동지원사와의 매칭에 어려움을 겪고 있는 장애인 당사자들이 자신들의 삶을 직접 결정하고 인간답게 살아갈 수 있도록 하기 위해 헌법이 보장하는 선택권 측면에서 가족지원의 제도화 필요성이 분석되었다. 동시에 가족지원의 제도화를 방해하는 가장 주요한 요인인 바우처 시간 축소 문제를 해결해 본 제도가 장애인 자립을 위해 원활하게 운영될 필요성이 제기되었다. 끝으로 개인 예산제를 기반한 가족지원의 제도화가 이루어진 이후 장애인활동지원서비스 내 가족 지원이 부정수급으로 변질되지 않도록 하기 위한 보다 정교한 교육 및 모니터링의 진행이 필수적임을 확인할 수 있었다.
This study aimed to identify the influence of family caregiving experiences on achieving satisfactory care for individuals with disabilities through the introduction of the personal budget system and the redesign of personal assistance services. To this end, a literature review on the utilization of personal budget systems in overseas cases, domestic situations, and an analysis of narrative interviews on family support experiences in personal assistance services conducted during the COVID-19 period in our society were carried out As a result, the need for institutionalization of family support was analyzed from the perspective of the right to choose guaranteed by the constitution, to enable individuals with disabilities who experience difficulties in matching with activity support workers for several months due to the severity of their disabilities and problem behaviors to make decisions about their lives directly and live in a humane way. At the same time, the necessity of resolving the voucher time reduction issue, the most significant factor hindering the institutionalization of family support, was raised for smooth operation of personal assistance services for the independence of individuals with disabilities. Finally, it was confirmed that more sophisticated education and monitoring are essential to prevent family support within personal assistance services from deteriorating into negative recipient-oriented support after the institutionalization of family support based on the personal budget system.
