통일은 우리에게 민족적 과제이다. 우리가 살고 있고 앞으로 살아가야 할 한반도의평화와 민족의 번영을 위해서 반드시 필요하다. 하지만 한반도 평화와 통일은 여전히미완의 과제로 남아 있어, 통일교육의 중요성은 매우 크다. 통일교육 활성화를 위해 1999년 ｢통일교육 지원법｣ 제정 이후 여러 차례 개정이 있었지만, 통일교육의 개념은 여전히통일과 북한의 다양한 과제를 포함하기에는 다소 불충분하다. 통일교육도 과거 이념교육 또는 반공교육에서 북한을 한반도 평화통일의 협력자이자민족공동체로 인식이 전환되었다. 하지만 북한은 우리에게 여전히 가장 중대한 국가안보위협의 존재이다. 이처럼 북한의 국가안보 위협 현실 속에서 미래세대의 ‘건전한 안보관’ 형성을 통한통일 가치관과 태도를 교육하기 위해 ｢통일교육 지원법｣상 통일교육의 개념을 ‘통일안보교육’으로 영역을 확장하고, 미래 통일의 주역이 될 초⋅중등교육기관의 통일교육 여건보장과 교육 시수 확대와 보장을 위해 통일부장관이 국가교육위원회와 지역교육청에 구체적인 사항들을 반영할 수 있도록 동법 제8조의 문장을 구체화해야 한다. 또한 통일교육의 독립적이고 지속적인 계획 수립을 위해 과거 폐지하였던 ‘통일교육심의위원회’를 복원하여 ｢통일교육 지원법｣상에 반영해야 한다.

In this way, in the reality of North Korea’s national security threat, the concept of unification education under the Unification Education Support Act must be expanded to ‘unification security education’ in order to educate future generations about unification values and attitudes through forming a ‘sound security perspective’. In addition, the text of Article 8 of the Act has been specified so that the Minister of Unification can reflect specific matters to the National Education Commission and local offices of education to ensure unification education conditions and expand the number of hours of education at elementary and secondary education institutions that will play a leading role in future unification. In addition, in order to establish an independent and continuous plan for unification education, the ‘Unification Education Deliberation Committee’, which was abolished in the past, should be restored and reflected in the 「Unification Education Support Act」.
