최근 영국에서는 ‘윈드러쉬 스캔들’로 인해 ‘윈드러쉬 세대’가 대중의 주목을 받게 되었고, 이들을 기억하기 위한 수많은 문헌과 미디어가 쏟아져 나오고 있다. 영국 대중 사회가 이 식민지 이주노동자의 경험을 기억하고 기념하는 것은 환영할 만한 일입니다. 그러나 역사학이 아닌 대중매체 주도로 기록된 ‘윈드러쉬 세대’를 향한 공공의 역사는 몇 가지 문제점을 드러낸다. 이 글은 ‘윈드러쉬 세대’에 대한 담론이 인종과 이주노동자 차별 문제에 집중하고, 영국이 탈식민화 과정에서 (과거) 식민지인의 노동력을 본국에 유리하게 이용하고 이들의 국적을 제대로 보장하지 않은 방식에 대한 역사적 분석이 부족하다고 주장한다. 이 글은 영국 국립문서고의 공식 문서를 활용하여 영국이 탈식민 전후에 식민지 노동이주자들을 어떻게 관리하고 기억해 왔는지를 영제국사의 맥락에서 분석한다. 따라서 ‘윈드러시 스캔들’은 명백하게 영제국의 부정적 유산이며 여전히 제국주의적인 영국의 이민 정책이 드러난 사건이다. ‘윈드러쉬 스캔들’의 교훈을 바탕으로 더 이상 이민자와 난민 관리에서 잘못을 되풀이하지 말아야 할 것이다.
Britain’s Windrush Scandal has brought the Windrush Generation to the forefront of public attention, sparking a flurry of literature and media to remember them. It is welcome that British society celebrates their experiences in their public memory. However, the public history of the Windrush Generation documented by popular media rather than historians reveals some problems. This article argues that discourse on the Windrush Generation has focused heavily on issues of race and migrant labor discrimination, and has lacked historical analysis of the ways in which Britain used the labor of its (former) colonies to its own advantage during the decolonization process, while failing to properly secure their nationality. By utilizing the governmental documents, this article sheds light on how Britain managed and remembered colonial labor migrants before and after decolonization in the context of British imperial history. Therefore, the Windrush Scandal is a negative legacy of the British empire and exposes Britain’s imperialist immigration policies. Lessons from the Windrush Scandal should ensure the current British society not to repeat its mistakes in managements of immigrants and refugees.
