이 글은 나주지역 수군 기지의 면모를 살피고 의미를 부여하는 것에 목적을두고 기획하였다. 후삼국 시기부터 수군 활동의 거점 역할을 한 나주지역은1270년대 진도·탐라의 삼별초세력을 물리치는 과정에서도 그러한 모습이 확인된다. 삼별초의 진압뿐 아니라 1374년 탐라 목호(牧胡)의 난 진압, 14세기 중· 후반 왜구의 방어와 격퇴, 조운선의 호위 등 일련의 과정을 거치면서 나주는 당대의 대표적인 수군 전진기지로 발전하였다. 이어서 공양왕대에는 나주 관내의무안과 함평지역에 수군 기지인 권농방어영(勸農防禦營)을 추가 설치하여 왜구방어를 지휘하였다. 이들 권농방어영은 조선 초기 수군진(목포진·다경포진·임치진)의 설치 기반이 되었다. 한편 조선 태종 8년(1408)에 전라도의 수군 본부가 영산강 중류의 무안 대굴포(大堀浦)로 옮겨 왔다. 이것은 영산강변에 수군 기지가 위치하던 고려시대의전통이 복원된 것으로, 이때 성산·극포 권농방어영이 목포진(木浦鎭)으로, 서해안의 영풍·다경·해제 권농방어영이 다경포진(多慶浦鎭)과 임치진(臨淄鎭)으로 각각변모하였다. 무안 극포(삼향읍)에 있던 목포진은 세종대에 다시 오늘날 목포진성지가 있는 곳(목포시 만호동)으로 옮겨 설치되었다. 이처럼 고려시대 나주지역수군 활동의 전통이 조선왕조에까지 전승되어 조선 초기 영산강변의 수군 거점은 전라도 수군진의 구성과 운영에 중요한 역할을 담당하였다.


This paper was designed to closely examine the aspect of Naju as a naval base and give significance to it. The Naju province, which had served as a base for the naval activity in the late three kingdoms period, is found to serve as it in defeating the Sambyeolcho forces of Jindo and Tamra in 1270s. Naju was developed into the representative naval advance base at that time in undergoing a series of processes including the suppression of Tamra Mokho(牧胡) in 1374, the defense against and the repulse of the Japanese armed forces in the middle·late 14th century, and the convoy for tax carriers, after the suppression of Sambyeolcho. In the period of King Gongyang, Gwannongbangyeoyeong(勸農防禦營), a naval base was additionally established for defending against Japanese armed forces in Muan and Hampyeong within the Naju jurisdiction. The Gwannongbangyeoyeong(勸農防 禦營) became the foundation for establishing the naval bases (Mokpojin, Dagyeongpojin and Imchijin) in the early Joseon dynasty. On the other hand, the naval headquarter of Jeollado was moved to Muan Daegulpo(大堀浦) located at the midstream of Yeongsan River in the year 8 of Joseon King Taejong, which means the recovery of the Goryeo period’s tradition in which the naval advance base was located at Yeongsan Riverside. At that time, Seongsan·Geukpo Gwannongbangyeoyeong and Yeongpung·Dagyeong·Heaje Gwannongbangyeoyeong were supposed to be changed to Mokpojin(木浦鎭) and Dagyeongpojin(多慶浦鎭) or Imchijin(臨淄鎭), respectively. Mokpojin, which had been located at Muan Geukpo(Samhyang-eup), was also moved to Manho-dong Mokpo-si at which Mokpojinseongji exists today, in the period of King Sejong. Naju, which had been the important base for the naval activity in the era of Goryeo, also thus played an important role in organizing and operating the naval base through the channel of Yeongsan River within the Naju jurisdiction in the early Joseon dynasty. It can be found that the tradition of the naval activity around the Naju province in the period of Goryeo was transmitted to the Joseon dynasty.
