본 연구는 학령인구 감소 시대의 미래학교 시나리오를 구축하여 이를 바탕으로 미래 학교교육의 방향을 제안하고자 한다. 이를 위해 미래 교육 및 시나리오와 관련한 선행연구를 분석하고, 시나리오 방법론과 델파이 조사를 통해 3개의 2040년 미래학교 시나리오를 도출하여, 각 시나리오에서 예상되는 쟁점들을 바탕으로 하여 미래 학교교육의 변화 방향을 탐색하였다. 첫째, 선행연구는 미래 사회 메가트렌드, 미래학교 사례, 미래 교육 시나리오 등에 관한 최근의 연구들을 분석하였다. 또한 선행연구에서 제안된 메가트렌드 및 시나리오의 변인들을 본 연구의 변인 도출에 참고하였다. 둘째, 연구 방법으로는 위계적 복합시나리오 방법론과 온라인 델파이 조사를 활용하였다. 시나리오의 변인으로는 학령인구 분포, 학교 운영, 교육 공간, 교육 거버넌스의 4가지를 도출하였다. 셋째, 델파이 조사 결과를 통해 2040년 미래학교 시나리오로 집중형, 분산형, 위기형 시나리오를 포함한 3개의 시나리오를 구체화하였다. 또한 각각의 시나리오에서 예상되는 쟁점 사항들을 논의하였다. 마지막으로 미래학교 시나리오를 바탕으로 미래 학교교육의 변화 방향을 제안하고 이를 위해 필요한 정책적 개선 사항들을 제안하였다. 미래 학교교육의 방향으로는 학령인구 변화를 반영하여 학교교육을 재설계하고, 학교 운영은다변화되고, 교육 공간은 확장되며, 교육 거버넌스는 분산되는 방향으로 변화가 필요하다고 보았다.
The purpose of this study is to explore the direction of future education through developing future school scenarios. This study reviewed previous research related to future education and scenarios, embodied three 2040 future school scenarios and related issues, and suggested the direction for future education in order to solve the issues and prepare for the future. First, this study analyzed recent research on megatrends of future society, future school cases, and scenarios of future education. Second, it utilized scenario research method and Delphi survey. Four variables were set for future school scenarios: school-age population distribution, school operation, educational space, and educational governance. Third, it developed three 2040 future school scenarios: Concentrated, Distributed, and Crisis Scenarios. It also discussed several issues predicted in each scenario. Finally, based on the scenarios and issues of future schools, it suggested the direction of change for future education and improvement plans. For future education, school education should be redesigned reflecting the school-age population decline, school operation should be diversified, educational space should be expanded, and educational governance should be dispersed.
