본 연구는, 세토우치 국제 예술제와 테시마를 연구 사례로 하여, 주민 평가에 기초해서 예술제의 효과를 검토하고, 지역 활성화에 있어서 예술제의 의의를 밝히는 것을 목적으로 한다. 예술제는 활기 창출, 이주자의 증가, 관광업의 일자리 증가, 지역에의 자랑 형성 등에 효과가 있었지만, 주민 활동에 대한 영향은 크지 않았다고 말할 수 있다. 또한, 예술제로 인한 방문자의 증가가 주민 생활에 있어서 불편감 증가로 이어진 점은, 예술제에 대한 주민 평가에 부정적인 영향을 미치고 있다. 따라서 예술제 개최로 인하여 발생되는 주민 생활의 불편감을 낮출 수 있는 대책이 필요하다. 예술제는 섬에 여러 가지 경제적‧ 사회적 효과를 가져 왔다. 하지만, 멈추지 않는 인구 감소와 인구유입이 가능한 대표적인 산업의 부재라는 섬의 근본적인 지역 과제를 해결하는 것에는 한계가 있었다. 그러므로 예술제와 다른 지역활성화 대책을 균형 있게 전개해야 할 것이다. 본 연구의 의의는 지역에의 자랑 형성에 관련하는 예술제의 효과 간의 상관관계를 실증적으로 밝혔다는 점을 통해서 정책 제언에 이바지하는 지견을 제공하였다는 것에 있다
This study investigates the impact of art festivals on regional revitalization by analyzing resident evaluations of the Setouchi Triennale and Teshima as research cases. The objective is to elucidate the importance of art festivals in promoting the revitalization of local areas. While the art festival had positive outcomes such as fostering liveliness, attracting more migrants, boosting employment in the tourism sector, and instilling local pride, its influence on resident activities was relatively limited. Moreover, the surge in visitors resulting from the art festival has caused a rise in the disruption experienced by residents, thereby adversely affecting their assessment of the art festival. Hence, it is imperative to implement measures that mitigate the disruptions in the lives of residents. The art festival had both economic and social impacts on the island. Nevertheless, there were constraints in addressing the island's underlying problems of demographic decline and absence of apparent economic activity. Hence, it is imperative to strike a balance between the art festival and other initiatives aimed at revitalizing the region. This study is significant because it has yielded findings that contribute to policy recommendations by empirically elucidating the correlation between the impacts of art festivals on the development of regional pride
