This study is prompted by the recognition that, despite North and South Korea main-taining their common goal of unification, internal political disturbances have hindered direct contact between the two nations. In a period where the prolonged division be-tween the countries underscores the importance of identifying heterogeneity over eth-nic homogeneity, sustainable contact becomes imperative to bridge the gap. Arts and Culture serve as effective tools for establishing contacts. This paper seeks to explore a structure for South Korea to maintain contact with North Korea through arts and culture. The goal is to ensure the continuity of contact with North Korea and lay the groundwork for promoting ideas related to inter-Korean arts and culture exchanges as sustainable projects. Accordingly, this study examines the possibility of enacting the “South and North Korea Arts & Culture Exchange Act for Sustainable Contact,” establishing an organization based on the Act, and discovering and implementing sustainable culture and arts exchange contact projects between the two Koreas.
