삶의 질 차원에서 시민들을 위한 공공문화서비스의 책임과 역할이 중요해지고 있다. 시민들이 기대하는 공공문화서비스의 기대수준은 높아지고 있는 가운데 공공문화서비스의 기대와 현실 사이의 격차가 증대되고 있다. 특히 지방자치단체의 책임이 커지는 가운데 지방자치단체는 경제 위기와 재정 압박으로 역할을 제대로 단독적으로 수행하는데 있어 어려움이 존재한다. 프랑스는 국가균형발전 측면에서 공공문화서비스의 효율적 공급을 위한 지방자치단체간의 광역연합형 특별지방자치단체 구성과 운영하고 있다. 프랑스 문화협력공공법인(EPCC)은 지방자치단체와 공공문화기관 간의 협력뿐만 아니라 민간영역과의 협력도 끌어내고 조직화함으로써 공공문화서비스를 제공하는데 운영 목적을 두고 있다. 지역의 경제발전을 위한 지역간 연계·협력에 대한 연구는 많다. 하지만 본 연구는 시민의 삶의 질을 보장하기 위한 공공문화서비스 제공을 위한 지역간 연계·협력에 대한 연구로 기존 연구와 차별성을 갖는다. 본 연구는 공공문화서비스 전달체계 효율성 강화 측면에서 프랑스의 ‘문화협력공공법인(EPCC)’의 사례를 살펴보고, 국내의 실정에 비추어 의미 있는 시사점을 도출하는 데 그 목적이 있다.
The responsibility and role of public cultural services for citizens is becoming increasingly important in terms of quality of life. Citizens' expectations of public cultural services are increasing, and the gap between expectations and reality is growing. In particular, the responsibilities of local governments are increasing, and local governments are facing difficulties in fulfilling their roles independently due to the economic crisis and financial pressure. France has organized and operated a regional federation of local governments to provide public cultural services efficiently in the context of balanced national development. The French Public establishment for Cultural Cooperation(EPCC) aims to provide public cultural services by attracting and organizing cooperation between local governments and public cultural institutions as well as cooperation with the private sector.
