공동통치령은 분쟁과 갈등의 대상이 되는 접경지역의 영토를 특정국이 배타적으로 소유하는 것이 아니라 관련 당사국들이 함께 공유하는 방식으로 영토 분쟁과 갈등의 예방, 완화, 해결에 기여하는 통치 방식이다. 유럽의 역사에서 공동통치령은 접경지역 영토 분쟁과 갈등의 해결에 유효한 수단으로 종종 활용되어왔고 이러한 유산이 오늘날에도 일부 접경지역에 여전히 남아있다. 본 논문은 유럽의 공동통치령에 대한 연구를 통하여 이에 대한 심도 있는 이해에 기여하고, 이것이 오늘날 동아시아를 포함한 다양한 지역의 접경지역 영토 분쟁과 갈등의 완화 및 해결에 줄 수 있는 함의를 제공하는 데 그 목적이 있다. 이를 위해서 본 논문은 학제적 접근을 바탕으로 유럽에서 공동통치령이 태동 및 진화해온 역사적 배경, 공동통치령의 유형, 그리고 오늘날 유럽의 공동통치령 현황에 대한 연구를 수행한다.
Condominium is a form of territorial entity in or over which two or more powers exercise sovereignty on the basis of explicit agreement and tacit consent in order to contribute to the prevention, mitigation and settlement of territorial disputes and conflicts. Throughout European history, condominiums have been an effective means of resolving territorial disputes and conflicts in border areas, and this legacy still exists in some border areas today. This article aims to contribute to a deeper understanding of condominiums in Europe and their implications for the mitigation and resolution of border disputes and conflicts in various regions, including East Asia. An interdisciplinary approach is taken to study the historical background of the origins and evolution of condominiums, the types of condominiums and the current status of condominiums in Europe.
