본 연구는 스페인 내전 시기 바스크의 어린이 난민 사건의 담론을 분석 및 해석하였다. 이들은 스페인 내전 시기3개월 동안 부모의 결정으로 유럽, 라틴아메리카 등지로 피난길에 올랐다. 이들의 운명은 모국과 수용국의 동맹관계에 따라 극명하게 나눠졌으며, 이들 중 일부는 귀환하였지만, 다수는 거주국가의 상황과 결정에 따라 귀환이 늦어지거나, 모국으로의 귀환이 허락되지 않아 입국하지 못하는 상황이 발생하기도 하였다. 유럽의 국가들은 이들을 철저하게 정치적 이해관계에 의해 대우하였고, 2차 대전은 이들의 운명을 더욱 가혹하게 만들었다. 이들은 주권을 상실한 채 철저하게 정치 논리에 이용되었다. 이들의 희생은 전쟁 어린이 난민 보호에 대한 경각심을 일깨웟을 뿐만 아니라 역사의 비극을 겪은 희생자로 아동 권리 헌장 채택의 초석을 마련하였다는데 중요한 의의가 있다. 최근 전 세계는 전쟁으로 인해 여전히 어린이 난민들이 발생하고 있으며, 과거의 역사를 되풀이하고 있다. 이에 본 연구를 통해 과거의 역사적 과오를 되짚어 봄으로써 진실을 망각하지 않고 기억하고자 한다.
This study analyzed and interpreted the discourse of the child refugee case of Basque during the Spanish civil war. During the three months of the Spanish civil war, they were evacuated to Europe and Latin America by the decision of parents. Their fates were clearly divided according to the alliance between home country and the host country, and some of them returned, but many were unable to enter the country because their return was delayed depending on the circumstances and decisions of country of residence or because they were not allowed to return to home country. European countries treated them thoroughly by political interests, and World War II made their fate even harsher. They were thoroughly used for political logic, losing their sovereignty. Their sacrifices are of great significance not only to raise awareness about the protection of war children's refugees, but also to lay the foundation for the adoption of the Children's Rights Charter as victims of historical tragedies. Recently, child refugees are still occurring around the world due to the war, and they are repeating past history. Therefore, through this study, we intend to remember the truth without forgetting it by looking back on the historical mistakes of the past.
