본 연구는 디지털플랫폼정부의 성과와 기대에 대한 공공부문과 민간부문의 인식 차이를 분석하여 가치성과의 본질적 구조와 맥락을 파악하였다. 이론적 모형 정립을 목적으로 질적 연구 방법의 하나인 근거이론(grounded theory)을 적용하여 전문가 인터뷰 자료를 코딩하였다. 인터뷰 자료의 코딩 결과는 인과조건, 맥락조건, 중심현상, 중재조건, 작용 및 전략, 결과로 범주화하였으며, 이를 통해 디지털플랫폼정부를 통한 정부혁신의 구조적･관계적 변화 방향에 대한 정책적 제언을 이끌어내었다. 첫째, 효과적인 정책목표 달성을 위해 주요 정책 분야별로 부처 간 협업과 조직문화가 마련되어야 한다. 둘째로, 정책의 중첩성과 복잡성을 개선하며 외부 환경의 변화에 민첩하게 대응하기 위한 운영을 지원해야 한다. 셋째, 디지털플랫폼정부는 다양한 조직 간 협력과 유연한 관계를 강조하며 구성원의 데이터 활용 역량 강화에 주력해야 한다. 넷째, 조직 구성원의 다양성, 대표성, 형평성을 강화하고 사회 통합적인 가치를 지향해야 한다. 이외에도 정부에서 표방하는 정책이 성공적으로 정착하기 위해서는 무엇보다도 정부 부처의 고위급 리더의 지속적인 관심과 다양한 이해관계자와의 거버넌스 구축 및 운영이 중요하다. 정부 홍보를 위한 단순한 정치적 수사가 아니라 지속가능한 국정운영 발전과 국민의 삶의 질 향상을 위한 공공의 목적을 위해 효율적인 관리적 관점에서 노력과 활동이 이루어져야 할 것이다.
This study analyzed the perception gap between the public and private sectors regarding the achievements and expectations of the Digital Platform Government, aiming to understand the essential structure and context of its value outcomes. Grounded theory, a qualitative research method, was applied to code expert interview data for the purpose of establishing a theoretical framework. As policy recommendations, firstly, collaborative efforts and organizational culture should be fostered across government departments for effective policy goal attainment in each key policy area. Secondly, support should be provided for operations that enhance adaptability to external environmental changes while improving the overlap and complexity of policies. Thirdly, the Digital Platform Government should emphasize collaboration among diverse organizations and focus on enhancing data utilization capabilities through flexible relationships. Fourthly, efforts should be made to strengthen organizational members' diversity, representativeness, and fairness, while striving for social integration and embracing inclusive values. In order to achieve sustainable development in national governance and enhance the quality of citizens' lives, efficient management perspectives should be applied through ongoing efforts and activities.
