늘어나는 사회적 난제들을 해결하기 위해 정부는 적극적으로 자원봉사자들의 참여를 요청하고 있다. 자원봉사자를 활용하여 지역사회에서의 정책 시너지를 창출하기 위해서는 참여하는 시민들의 지속적 참여를 담보하는 것은 물론 참여하지 않는 시민들로 하여금 자원봉사활동에 참여할 수 있도록 유도하는 것도 매우 중요하다. 본 연구는 경상남도 자원봉사 실태조사를 활용하여 자원봉사 비참여자들로 하여금 자원봉사활동 참여 의지를 가질 수 있게 하는 요인은 무엇인지를 분석하였다. 지난 1년간 자원봉사활동 경험이 없었던 응답자들을 앞으로도 참여할 의지가 없는 그룹과 앞으로 참여할 의지가 있는 그룹으로 나눈 뒤 프로빗 회귀분석을 실시한 결과 자원봉사활동의 필요성에 대한 인식, 자원봉사활동 관련 정책에 대한 인지도, 인정욕구를 충족시키는 보상에 대한 선호, 지역사회의 발전 가능성에 대한 인식이 자원봉사 참여에의 의지에 통계적으로 유의미한 영향을 가지는 것을 발견하였다. 이를 통해 경상남도 자원봉사 비참여자들의 참여 의지를 제고할 수 있는 정책 대안을 제안하였다.
To solve the increasing wicked problems, the government is actively requesting the participation of volunteers. To generate policy synergy in local communities through the use of volunteers, it is crucial not only to ensure the continued participation of active citizens but also to encourage non-participating citizens to engage in volunteer activities. This study utilized the Gyeongsangnam-do Volunteer Status Survey to analyze factors that can enhance the willingness to participate of non-volunteers. The respondents, who had no experience in volunteer activities in the past year, were divided into two groups: those with no intention to participate in the future and those with the intention to participate. A probit regression analysis showed that the perception of the necessity of volunteer activities, awareness of policies related to volunteer activities, preference for rewards that satisfy the need for recognition, and the perception of the potential for community development have a statistically significant impact on the willingness to participate in volunteer activities. Based on these findings, policy alternatives were proposed to enhance the willingness to participate among non-volunteers in Gyeongsangnam-do.
